Abstract

This study explores the process of community empowerment in the development of community-based tourism in Manggar Baru Village, Balikpapan City, with the aim of understanding the dynamics of participation, identifying supporting and hindering factors, and analyzing its implications for sustainable local welfare. Using a quantitative research approach, data were collected through structured questionnaires, observations, and documentation from local residents, members of Tourism Awareness Groups (Pokdarwis), and tourism stakeholders. The analysis employed descriptive and inferential statistical techniques, including correlation and regression, to examine the relationships between empowerment variables such as access to resources, leadership, social networks, and participation levels. The findings reveal that empowerment has encouraged local entrepreneurship, strengthened social cohesion, and fostered environmental awareness, yet remains constrained by limited financial capacity, bureaucratic rigidity, and unequal resource access. Overall, the study concludes that sustainable community-based tourism can only be achieved through participatory governance, inclusive policy support, and continuous capacity building that enhances community autonomy and resilience.

Abstract

This study examines the interrelation between political dynamics, institutional stagnation, and governance innovation within the formulation and evaluation of local policies, with a specific focus on the Flood Management Draft Regulation. The research aims to explore how political and bureaucratic structures influence policy coherence and the extent to which institutional mechanisms either facilitate or hinder adaptive reform. The analysis highlights that local policy processes are often dominated by political interests that restrict institutional flexibility, leading to procedural formalism and limited innovation. The substantive evaluation of the flood management regulation reveals that despite the inclusion of technical and preventive measures, the lack of interagency coordination and fiscal autonomy undermines policy effectiveness. The implications for local governance emphasize the importance of leadership vision, accountability, and participatory engagement as drivers of institutional transformation. The study employs a qualitative descriptive approach combined with thematic analysis using the Miles and Huberman model, enabling an in-depth exploration of patterns, meanings, and relationships across policy documents, institutional behaviors, and governance practices. The findings suggest that sustainable governance innovation arises from the systemic alignment of political will, institutional learning, and evidence-based policymaking, positioning local governments as adaptive entities capable of addressing environmental and administrative complexities.

Abstract

This study examines the strategies, challenges, and collaborative efforts involved in fulfilling vegetation cover targets to support the achievement of the Land Quality Index (LQI) in Bontang City, an industrially dynamic region experiencing rapid urban growth. Using a qualitative descriptive research method, the study analyzes policy documents, spatial observations, stakeholder interviews, and secondary data to interpret how vegetation cover is managed and how governance practices influence land quality outcomes. The findings reveal that accelerated urbanization, industrial expansion, and shifting land-use patterns have contributed to fragmented vegetation cover and declining ecological connectivity across the city’s urban and peri-urban zones. Although government policies such as conservation zoning, green open space requirements, and industrial green buffer regulations formally support vegetation protection, their implementation remains inconsistent due to limited enforcement capacity, weak institutional coordination, and varied levels of compliance across stakeholder groups. The analysis also highlights significant disparities in stakeholder engagement, with farmer groups, environmental NGOs, and agricultural agencies showing high levels of involvement, while village governments and local communities demonstrate relatively low participation, indicating the need for improved environmental literacy and technical support. Results emphasize that the effectiveness of vegetation cover fulfillment and LQI improvement depends on cross-sector collaboration, ecological integration in spatial planning, and adaptive governance mechanisms. The study concludes that sustainable land management in Bontang requires not only strong regulatory frameworks but also more inclusive and coordinated stakeholder participation. A holistic, data-driven, and collaborative approach is essential for strengthening ecological resilience and ensuring long-term land quality amid ongoing urban and industrial development.
