Abstract

Kata Kunci: Tenaga Kerja Lokal, Hak Normatif Pekerja, Otonomi Daerah, Minyak dan Gas Bumi ABSTRACTThe oil and gas sector is a strategic sector that plays an important role in regional economic development in areas rich in natural resources. Bojonegoro Regency has responded to this situation by establishing a Regional Regulation on the Priority Use of Local Labor to ensure that oil and gas industry activities provide direct benefits to the local community. This policy is aimed at fulfilling the normative rights of local workers, such as wages, employment social security, and occupational safety and health (OSH). This study aims to analyze the function of the Regional Regulation as a legal protection instrument for local workers and to examine the obstacles to its implementation within the framework of regional autonomy. The method used is normative juridical research with a legislative and conceptual approach. The results show that although the Regional Regulation has provided a legal basis for the protection of local workers' rights, its implementation has not been optimal due to the limited authority of district governments in supervising and enforcing labor sanctions after the enactment of Law No. 23 of 2014. Therefore, it is necessary to strengthen coordination between levels of government to improve the effectiveness of local labor protection in the oil and gas sector. Keywords: Local Labor, Normative Workers' Rights, Regional Autonomy, Oil and Gas

Abstract

ABSTRACT Limited yard land and the non-optimal use of used gallon waste are one of the obstacles in efforts to improve household food security in Mojorejo Village, Sragen Regency. This service activity aims to improve community knowledge and skills through the application of Budikdalon, which is the cultivation of catfish and kale using used gallons based on the aquaponic system. The implementation method includes the preparation stage, counseling, direct practice, and evaluation with a participatory approach involving PKK members of Mojorejo Village. The socialization activity was attended by 16 participants, while the practice was attended by 47 people. The results of the activity show the high enthusiasm and participation of the community in each stage, as well as an increase in understanding of the techniques for making, maintaining, and utilizing Budikdalon. The use of used gallons as a cultivation medium also provides environmental benefits through the application of the principle of reduce and reuse, as well as opening up opportunities to meet the food needs of families from narrow yards. Thus, Budikdalon is a simple, easy-to-apply innovation, and has the potential to support household food security while increasing public awareness of the productive use of plastic waste.
