Abstract

Coastal communities are highly vulnerable to hydrometeorological disasters, such as tidal flooding, coastal erosion, and storm surges. Despite the implementation of various disaster risk reduction programs, community preparedness, particularly at the household level, remains relatively low. Previous studies have mainly focused on institutional communication and early warning systems, while studies examining the role of family communication as a micro-level foundation for disaster preparedness remain limited. This study aims to identify the forms of family communication crises in disaster management, analyze the role of family communication in shaping disaster awareness and preparedness, and formulate family communication strategies to enhance community resilience in Bagan Kuala Village, Serdang Bedagai Regency. This study employed a qualitative case study approach using purposive sampling techniques. Data were collected through in-depth interviews, participatory observations, and documentation and were analyzed using data triangulation. The findings indicate that family communication regarding disaster preparedness remains reactive, incidental, and unstructured. Most families only discuss disasters after hazards occur, resulting in limited disaster knowledge, inadequate household emergency planning, and weak preparedness behavior. The study further reveals that regular family communication can enhance disaster awareness, risk perception, and shared responsibility in responding to disaster threats. Based on these findings, four key strategies are proposed: encouraging routine family discussions on disaster risks, developing household emergency plans, involving all family members in disaster education, and strengthening collaboration among families, schools, and communities. The novelty of this study lies in positioning family communication as a strategic micro-level component in building disaster preparedness and resilience among coastal communities. Theoretically, this study extends disaster communication scholarship, which has predominantly focused on institutional aspects, while practically providing recommendations for the development of family-centered disaster mitigation programs.

Abstract

Rendahnya kemampuan literasi, numerasi, dan kreativitas anak masih menjadi tantangan dalam peningkatan kualitas pendidikan dasar, khususnya di wilayah pedesaan. Kegiatan pengabdian kepada masyarakat ini bertujuan mengoptimalkan kemampuan literasi, numerasi, dan kreativitas anak di Desa Sei Limbat, Kecamatan Selesai, Kabupaten Langkat melalui program bimbingan belajar berbasis Participatory Action Research (PAR). Metode PAR diterapkan dengan melibatkan masyarakat secara aktif dalam setiap tahapan kegiatan, mulai dari identifikasi kebutuhan, perencanaan, pelaksanaan, hingga evaluasi program. Kegiatan yang dilaksanakan meliputi bimbingan belajar literasi dan numerasi, pendampingan membaca Al-Qur'an, serta pengembangan kreativitas melalui kegiatan kerajinan tangan (origami). Hasil pelaksanaan menunjukkan adanya peningkatan partisipasi dan motivasi belajar peserta, kemampuan membaca dan berhitung yang lebih baik, serta berkembangnya kreativitas melalui karya yang dihasilkan. Selain itu, keterlibatan masyarakat dan orang tua turut menciptakan lingkungan belajar yang lebih kondusif dan mendukung keberlanjutan program. Dengan demikian, pendekatan PAR yang mengintegrasikan literasi, numerasi, dan kreativitas mampu menjadi model pemberdayaan masyarakat dalam mendukung peningkatan kualitas pendidikan dasar melalui kolaborasi antara perguruan tinggi dan masyarakat. Low levels of literacy, numeracy, and creativity among children remain significant challenges in improving the quality of primary education, particularly in rural areas. This community service program aimed to optimize children's literacy, numeracy, and creativity in Sei Limbat Village, Selesai District, Langkat Regency through a tutoring program based on Participatory Action Research (PAR). The PAR approach actively involved the community in all stages of the program, including needs assessment, planning, implementation, and evaluation. The activities included literacy and numeracy tutoring, Qur'an reading assistance, and creativity development through origami-based handicraft activities. The results indicated improvements in participants' learning motivation, reading and numeracy skills, and creativity as reflected in the products they created. Furthermore, the active involvement of parents and the local community contributed to creating a more supportive learning environment and strengthened the sustainability of the program. Therefore, the integration of literacy, numeracy, and creativity through the PAR approach can serve as a community empowerment model to support the improvement of primary education quality through collaboration between higher education institutions and the community.
