Abstract

Local governments have the authority to manage local resources to promote economic growth as a consequence of regional autonomy. To establish effective development policies, it is important for local governments to comprehensively map the potential of key economic sectors. The objective of this study is to identify the key economic sectors in Grobogan Regency, which includes 17 different sectors. This analysis was conducted using Gross Regional Domestic Product (GRDP) data at constant prices for the period from 2020 to 2024. Using a descriptive quantitative approach, this study employs three main analytical methods: Location Quotient (LQ) to identify core sectors, Dynamic Location Quotient (DLQ) to analyse sector growth prospects, and Klassen Typology to classify sectors based on growth and contribution. The analysis results show that the LQ identifies 10 sectors as core sectors in Grobogan Regency, with agriculture, forestry, and fisheries being the most prominent. In-depth DLQ analysis identified seven sectors with significant growth potential, with manufacturing emerging as the most promising. Meanwhile, Klassen Typology classified agriculture, forestry, and fisheries; financial and insurance services; property; education services; health and social services; and other services as leading sectors playing a significant role in the regional economy. These findings provide valuable insights for the Grobogan Regency government in formulating more targeted and sustainable economic development policies. With leading sector analysis, the government can focus on formulating policies for base sector development and diversifying prospective sectors.

Abstract

Poverty is a complex and multidimensional issue that is a major focus of the development agenda. Amidst an era of fiscal decentralisation and regional autonomy, local governments play a crucial role in formulating effective policies to serve the community and resolve issues at the local level, including poverty alleviation. This study aims to analyse the influence of Local Own-Source Revenue (PAD), Regional Transfers (TKD), Capital Expenditure, and Economic Growth on efforts to reduce poverty rates in Grobogan Regency. This study uses a quantitative approach with multiple linear regression analysis, utilising secondary data from 2015 to 2024 processed using STATA version 19 software. The results show that simultaneously, the variables of PAD, TKD, Capital Expenditure, and Economic Growth have a significant effect on reducing poverty rates. However, partial testing found that only the TKD variable had a significant effect on reducing poverty rates. Meanwhile, the PAD, Capital Expenditure, and Economic Growth variables did not show a statistically significant effect. These findings imply that it is necessary to strengthen regional fiscal capacity through the optimisation of PAD to reduce dependence on transfers from the central government, as well as to design capital expenditure allocations and economic growth strategies that are more inclusive and favourable to the poor.

Abstract

Regional autonomy provides opportunities and challenges for local governments to manage and explore sources of Local Own-Source Revenue (PAD). Grobogan Regency still faces fiscal challenges because its dependence on transfer funds remains significant, while the capacity of its own revenue needs to be increased. This study aims to map the potential and performance of local taxes in Grobogan Regency in the context of fiscal decentralization and efforts to strengthen regional financial independence. The research uses a quantitative descriptive approach based on secondary data for the 2019–2024 period obtained from the Ministry of Finance. The analysis focuses on tax effectiveness, contribution, growth, and revenue projection. The results show that local tax performance is strong, with an average effectiveness rate of 119.99%. The Specific Goods and Services Tax is the largest contributor, reaching 44%, followed by PBB-P2 and BPHTB. The average growth of local tax revenue is 15.68%, although growth varies considerably across tax types, particularly the Non-Metal and Rock Mineral Tax, which reaches 786.63%. Revenue projections indicate an increase to IDR 277.20 billion by 2029. These findings highlight strong fiscal potential in Grobogan Regency but underline the need for tax diversification, digitalized administration, and taxpayer compliance to support sustainable fiscal growth.
