Abstract

Pekalongan Mangrove Park (PMP) is an ecotourism destination that functions as a tourist attraction, a mangrove conservation area, and an environmental education platform for coastal erosion mitigation. However, its management still faces various obstacles, such as limited facilities, the need for environmental restoration, and suboptimal educational and conservation functions. This study aims to analyze the implementation of collaborative governance in PMP ecotourism management. This study used a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The results indicate that the collaborative process has not been optimal. Dialogue between formal actors has been conducted, but it is not structured and does not involve the community. The trust and commitment that has been formed tend to be dominated by formal actors. There is a shared understanding of the goals of mangrove conservation, but the community has not been substantively involved. Interim results achieved are limited to the sustainability of tourism operations, not to community empowerment. Overall, collaborative governance in the management of Pekalongan Mangrove Park ecotourism does not meet the principles of participatory, inclusive, and equal because the community as a local stakeholder has not been actively involved.

Abstract

This study aims to analyze the role of the Pekalongan Regency Government in providing inclusive education for persons with disabilities, particularly students who are deaf and those with speech impairments, and to identify the obstacles encountered in its implementation in 2023. This research is motivated by the importance of ensuring equal and non-discriminatory access to education as mandated by existing laws and regulations. This study employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation involving the Department of Education and Culture, school principals, teachers, and inclusive education stakeholders. The results indicate that the Pekalongan Regency Government has contributed to the provision of inclusive education through the establishment of inclusive schools, provision of supporting facilities, and the implementation of affirmative policies in student admissions. However, several challenges remain, including the limited number of qualified teachers in special education, uneven distribution of disability-friendly facilities, and administrative as well as social constraints. Therefore, strengthening policies, improving teacher competencies, and enhancing collaboration among government, schools, and the community are necessary to achieve effective, equitable, and sustainable inclusive education.

Abstract

Waste management is an environmental issue that requires effective public policy at the local level. Girirejo Village, Ngablak District, Magelang Regency implements a waste management policy through the Reduce, Reuse, Recycle Waste Processing Facility (TPS 3R) Giri Mulya as a community-based initiative. This study aims to evaluate the implementation of this policy and analyze the distribution of its benefits among the actors involved. This research uses a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving the village government, TPS 3R managers, and community members as service users. The analysis applies William N. Dunn’s policy evaluation indicators, including effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings indicate that the waste management policy through TPS 3R Giri Mulya has been implemented but has not yet achieved optimal results. The policy strengthens village waste management institutions and improves environmental cleanliness in areas that receive services. However, communities in hamlets that are not yet covered by waste collection services have not fully experienced these benefits due to limited service coverage and operational capacity. These findings show that although the policy generates environmental and institutional benefits, the distribution of benefits across actors and areas remains uneven.

Abstract

This study examines the implementation of the SIAPKE PATI application in managing extreme poverty data and distributing social assistance in Pati Regency. A qualitative descriptive-analytical approach was employed, using interviews, observations, and documentation. The analysis is grounded in the policy design failure framework by B. Guy Peters and the concept of the fragmented state by Ronan Paddison. The findings reveal that SIAPKE PATI does not function as a primary policy instrument but merely as an administrative tool, as it is not integrated into core processes of data management and aid distribution. This reflects a policy failure due to instrument mismatch, reinforced by governance failure characterized by weak regulation, coordination, and oversight. Furthermore, these failures culminate in a fragmented state, where the state remains present but policy implementation operates in a disconnected and unintegrated manner from the digital system. The study concludes that SIAPKE PATI does not significantly contribute to the effectiveness of extreme poverty alleviation policy.

Abstract

Stunting cases in North Semarang District still show a high number compared to other areas in Semarang City, despite various management efforts. This condition indicates that sectoral interventions have not been able to produce optimal results, so a collaborative approach involving various actors is needed. The government then introduced the Rumah Pelita Daycare Program as a form of Collaborative Governance implementation in an effort to accelerate stunting reduction. This study aims to analyze the collaboration process between actors and the obstacles faced in program implementation. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation, involving the Health Office, Bandarharjo Community Health Center, nutritionists, HIMPSI Central Java, and the community. The results of the study indicate that the Collaborative Governance process in the implementation of the Rumah Pelita Daycare Program in North Semarang District is running quite well, marked by collaborative actions between actors that cannot be carried out independently. This collaboration is reflected in the implementation of health checks involving non-governmental organizations and community participation in parenting classes. Furthermore, program implementation is carried out systematically through a clear and sustainable workflow, starting from the planning stage, program implementation, and evaluation. This program also has an impact in the form of a reduction in stunting rates. However, challenges include limited human resources, low community participation, and the absence of private sector involvement, resulting in limited collaboration. This study recommends improving human resource capacity, expanding private sector involvement, and strengthening community participation to enhance program effectiveness and sustainability.

Abstract

The management of tourism attractions is an important factor in increasing competitiveness between tourist attractions and influencing the sustainability of the tourism sector between regions. Mount Kemukus is one of the tourist attractions in Sragen Regency that has historical, cultural, and religious value. Mount Kemukus underwent revitalization since 2020 and was inaugurated in 2022. The revitalization was carried out on a large scale by creating new rides, facilities, and infrastructure, thereby creating a new look. The revitalization cost a considerable amount of money due to the overall changes, with a total budget of 48.4 million. This study was motivated by a problem related to the issue of suboptimal management. This problem arises from various factors, including limited land, budget, and low participation rates. These factors can be addressed by implementing an appropriate strategic plan. This management strategy plan is outlined in the agency's strategic plan with the aim of enhancing competitiveness and increasing visitor appeal. This study aims to provide an analysis of management strategies and also examine the supporting and inhibiting factors in the implementation of these strategies. The method used by the researcher is descriptive qualitative through interviews, observation, and documentation. Informants in this study include the head of tourism destination development, managers, local residents, business actors, and visitors. Data analysis was conducted through the stages of reduction, data presentation, and conclusion drawing. The theories used as a basis were strategic management theory and SWOT analysis. Through this study, researchers wanted to find out what strategies were used by the Sragen Regency Youth, Sports, and Tourism Office in managing the Mount Kemukus tourist attraction after its revitalization. Management requires cooperation between the management and the surrounding community. Therefore, it is necessary to strengthen the quality of human resources to create optimal human resources. The management of the Mount Kemukus tourist attraction is influenced by the quality of human resources who are not sufficiently aware. The researchers' findings show that the management of the Gunung Kemukus tourist attraction uses the agency's strategic plan for 2021-2026. The strategy covers four aspects, namely: development of tourism destination attractiveness, marketing of tourism destinations, development of the creative economy ecosystem, and development of tourism and creative economy resource capacity. From these four aspects, the researcher found that the first and second aspects are supporting factors, while the third and fourth aspects are inhibiting factors in management..

Abstract

This study examines the intersection of power relations between capitalism and the state in shaping the vulnerability of female migrant workers from Grobogan Regency, and analyzes the role of LRC-KJHAM as a civil society organization in responding to this vulnerability in 2023. In this study, capitalism is understood concretely through employment relations that place female migrant workers in a subordinate position, particularly in wage relations with suppliers and employers in destination countries, as well as through mechanisms that perpetuate the gender-based division of labor. Meanwhile, the state refers to the Grobogan Regency Regional Government and related agencies authorized to protect migrant workers. This study uses a qualitative approach through in-depth interviews, observation, and documentation with LRC KJHAM activists, active migrant workers, and former migrant workers in two assisted communities, namely Women Migrant Curut and Migrant Group Wedoro. The analysis is conducted using a Marxist feminist perspective and Mansour Fakih's NGO role theory. The research findings indicate that the vulnerability of female migrant workers is formed through two main mechanisms. First, the disciplining of women's bodies through limited access to local economic resources, domestication that narrows employment options in the care sector, and the internalization of false consciousness that limits women's participation in public spaces. Second, the exploitation of reproductive labor in migrant labor relations, reflected in wage cuts by providers, breaches of employment contracts, excessive workloads, and discriminatory and violent practices by employers in destination countries. In the context of the state's role, the findings indicate that the Grobogan Regency Government has not fully implemented its protection function optimally, particularly in providing access to decent work in the area of origin and in strengthening protection mechanisms before and after migration. This condition contributes to the continued structural vulnerability experienced by female migrant workers. In response to these conditions, LRC-KJHAM implemented three main strategies: organic intellectual creation through community discussions and participatory research, strengthening agency through paralegal training and economic access, and policy advocacy as a form of non-state social control. The conclusion of this study is that the vulnerability of female migrant workers is the result of structurally reproduced violence and the role of LRC-KJHAM demonstrates an ambivalent reformist tendency between challenging government hegemony and operating under the logic of development to attract donors.

Abstract

Environmental pollution caused by batik industrial waste has become a crucial issue in Pekalongan Regency, one of the major batik hubs. This condition reflects weaknesses in policy- based environmental management. Simbangkulon was selected by the Pekalongan Regency Government as the site for a communal Wastewater Treatment Plant (IPAL), which was expected to manage waste collectively. However, the facility has yet to resolve the ongoing pollution, raising questions regarding the effectiveness of policy implementation. This study aims to examine the gap between policy design and the reality of implementation at the local level. The theoretical framework used is William N. Dunn’s policy evaluation, which employs six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A descriptive qualitative approach was used, with data collection techniques including interviews, observations, and documentation. Research informants included government officials, IPAL managers, batik entrepreneurs, and the local community. The results indicate that the implementation of the IPAL policy in Simbangkulon is not yet optimal and tends toward systemic failure. This is characterized by persistent environmental pollution, limited IPAL capacity, and unequal access to the facility. Furthermore, low compliance among entrepreneurs is evident through their indifferent attitude toward waste management and refusal to pay service fees. A lack of regulatory understanding also leads to recurring violations. On the other hand, weak coordination between agencies has rendered the policy ineffective. These findings highlight a gap between normative policy and field implementation. This study concludes that the primary issue lies in weak implementation governance rather than a lack of policy. Therefore, strengthening regulatory enforcement, increasing entrepreneur awareness, and fostering more integrated institutional coordination are essential for the IPAL policy to operate optimally.

Abstract

Digital transformation in public services encourages local governments to provide integrated app-based services. The Tangerang City Government has developed the Tangerang LIVE Application, which includes the SobatDukcapil feature as an online platform for reporting population administration, particularly birth reports. This application was selected because Tangerang LIVE is a regional super app that integrates various public services and forms part of the 2024 digital service optimization efforts. The high ownership of electronic ID cards (KTP-el) in 2023, reaching 99.8%, along with the developing ecosystem of digital services, indicates a relatively advanced level of administrative readiness and infrastructure. This condition makes Tangerang City an attractive case for study, as it has a strong digital foundation, making the evaluation of app-based service utilization important to assess the consistency between system readiness and on-the-ground implementation. The research employs a qualitative method with a case study approach. Data collection was conducted using interviews, observations, and documentation. Data validity was tested using source triangulation techniques, by comparing information obtained from various informants, such as 5 application users, Disdukcapil employees, and application system managers. The data analysis process followed the Miles and Huberman model, encompassing data reduction, data presentation, and drawing conclusions. William N. Dunn's evaluation framework was used to analyze indicators of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The research findings indicate that the utilization of the Tangerang LIVE Application's SobatDukcapil feature is generally quite optimal. For several indicators, effectiveness and efficiency have facilitated reporting and saved time, but reporting targets have not been maximized because many people still prefer face-to face services. Feature adequacy and comprehensive guides are sufficient, but service 1 status notifications are not yet real-time. Technical equity is adequate with hybrid services, but it is hindered by low digital literacy among the elderly. Service responsiveness is quite good, but the passive notification system causes uncertainty. Service accuracy is highly optimal, supported by multi-layered verification, accelerated services, periodic system updates, and strengthened data security. This research recommends that the Tangerang City Government improve the service notification system to make it more informative and real-time, strengthen data security, and optimize digital service integration to encourage a more massive shift by the community to online services
