Abstract

Stunting is a chronic nutritional problem that hinders children's physical and cognitive development. Semarang Utara District recorded the highest stunting prevalence in Semarang City, necessitating an evaluation of the effectiveness of the Semua Ikut Bergerak Bersama Menangani Stunting (Si Bening) Program in this area. This study aims to analyze the effectiveness of the Si Bening Program in reducing stunting and to identify the inhibiting factors in Semarang Utara District.This study employed a descriptive qualitative method, with data collection techniques including in-depth interviews, observation, and documentation. The effectiveness analysis was based on Duncan and Steers' theory, which encompasses three dimensions: goal achievement, integration, and adaptation. The results of the study indicate that the implementation of the Si Bening Program in Semarang Utara District has not been fully effective. In the goal achievement dimension, although nutritional interventions have been conducted, stunting rates remain fluctuant due to the emergence of new cases that are not proportional to the recovery rates. In the integration dimension, cross-sector coordination between the government and health workers has functioned very well; however, community participation in nutritional education activities remains low and inconsistent. Meanwhile, in the adaptation dimension, the program faced challenges in adjusting strategies to the characteristics of coastal areas and limited funding at the sub-district level. The conclusion of this study shows that program effectiveness is hindered by economic factors, inconsistent family parenting patterns, and a heavy reliance on community self-help funds. To improve effectiveness, it is recommended to strengthen budget regulations at the sub-district level and transform digital-based communication strategies to encourage active participation and independent community awareness in fulfilling children's nutrition.

Abstract

National bureaucratic simplification encourages the equalization of structural positions into functional positions in order to streamline organizational structures and strengthen the merit system. This study aims to analyze the implementation of the equalization of Echelon IV positions within the Semarang City Government and its implications for task arrangement and organizational workflow. This research employs a descriptive qualitative method conducted in Semarang City. Informants were drawn from the Regional Civil Service, Education and Training Agency (BKPP) and the Organizational Bureau of the Regional Secretariat. Data were collected through interviews, observations, and documentation, and analyzed through data reduction, data presentation, and conclusion drawing using an organizational management approach. However, several Echelon IV positions remain in accordance with criteria set by the Ministry of Home Affairs, while the role of the Work Team Leader facilitates coordination despite the absence of a specific compensation mechanism.

Abstract

Studi ini menganalisis efektivitas Aplikasi LIBAS (Polisi Baik Semarang) dalam transformasi layanan pengaduan masyarakat di Polrestabes Semarang periode 2022-2024. Kajian dilatarbelakangi oleh kesenjangan antara lonjakan volume pelaporan digital dengan kapabilitas penyelesaian masalah secara substantif. Menggunakan pendekatan kualitatif deskriptif, tinjauan ini mengadopsi Teori Efektivitas Organisasi Campbell dan Steers yang diukur melalui dimensi adaptabilitas, produktivitas, dan kepuasan kerja. Pengumpulan data dilakukan melalui wawancara mendalam, observasi operasional di Command Center, dan studi dokumentasi. Hasil analisis menunjukkan eksistensi Aplikasi LIBAS memiliki efektivitas tinggi pada dimensi input (aksesibilitas) dan process (responsivitas), dibuktikan dengan rata-rata waktu tanggap petugas di bawah sepuluh menit serta validasi laporan berbasis geospasial. Tampaknya, ditemukan defisiensi struktural pada dimensi output (penyelesaian), di mana fungsionalitas aplikasi beroperasi optimal sebagai instrumen pengendalian darurat (emergency containment) tetapi belum terintegrasi penuh dengan administrasi penyidikan yudisial (judicial administration). Disimpulkan, inovasi LIBAS sebagai instrumen Smart Police sukses mereduksi hambatan birokrasi pelaporan, kendati sangat memerlukan integrasi modul pemberkasan digital (E-BAP) guna menjamin kepastian hukum yang menyeluruh.

Abstract

Political dynasties remain a significant phenomenon in Indonesia’s local democratic practices. Sukoharjo Regency represents one of the regions experiencing the continuity of kinship-based power through the election of Etik Suryani as Regent, who has a familial relationship with the previous regional leader. This study aims to analyze public perceptions of political dynasties and Etik Suryani’s leadership within the context of local politics. This research employs a descriptive quantitative approach using a Liker-scale questionnaire distributed to 100 respondents selected through convenience sampling. Data were analyzed using descriptive statistical methods. The findings sampling indicate that the public demonstrates a relatively high level of cognitive awareness regarding the existence of political dynasties. At the affective level, the community tends to feel uncomfortable, with kinship-based politics. Public Political support for Etik Suryani largely pragmatic, primarily based on performance evaluation and program continuity rather than emotional loyalty to a political family. Her leadership is perceived as moderately positive, although respondents also recognize indications of elite capture, particularly in the form of family network dominance and limited opportunities for new political actors. T study concludes that Sukoharjo society is critical yet pragmatic toward political dynasties, accepting their presence as long as governmental performance is considered adequate. These findings suggest that political legitimacy at the local level is increasingly shaped by performance-based evaluation rather than solely by kinship ties, although the risk of power concentration within elite family circles remains.

Abstract

This study aims to analyze the implementation of the Net Zero Emissions policy in Semarang City and identify the actors involved in the policy implementation process. This study uses qualitative research methods with a descriptive approach. Data collection techniques include interviews, documentation, and literature reviews of relevant policy documents and reports.. The Semarang City Government has also conducted an emissions inventory and reporting as part of its integrated emissions control efforts with the national system. Its implementation involves several key actors: the Regional Development Planning Agency (Bappeda); the Environmental Agency (DLH); the Transportation Agency (Dishub); and the community as a stakeholder in implementing low-carbon behaviors in daily life.

Abstract

Early marriage is a marriage conducted by a couple or one of the partners who are still categorized as children under the age of 19. Undang-Undang No. 16 Tahun 2019 regulates the minimum age for marriage as 19 years old. However, the number of early marriages in several regions in Indonesia is still quite high, one of which is in Kabupaten Jepara. The number of early marriages in Kabupaten Jepara has fluctuated, indicating that the Pemerintah Kabupaten Jepara, particularly the Dinas Pemberdayaan Perempuan Perlindungan Anak Pengendalian Penduduk dan Keluarga Berencana (DP3AP2KB), has not been able to optimally address this issue. This study aims to analyze the strategies implemented by DP3AP2KB Kabupaten Jepara in reducing the rate of early marriage and to identify the factors that hinder its implementation. This study uses strategic planning theory as the basis for analysis. The research method used is a qualitative method with a descriptive approach. Data collection techniques were carried out through interviews, observations, and literature studies, while data analysis was carried out through the stages of data reduction, data presentation, and data verification. The results of the study show that the DP3AP2KB of Kabupaten Jepara has implemented various strategies, such as through village or sub-district initiatives for child-friendly environments, the establishment of rumah perlindungan perempuan dan anak at the sub-district level, the creation of a district action plan for child friendly environments, cooperation with external parties, socialization and education for school children, and assistance through the Unit Pelaksana Teknis Daerah Perlindungan Perempuan dan Anak (PPA). However, these strategies have not been optimally implemented, as evidenced by the high number of marriage dispensation requests. The main obstacles encountered include limited human resources, facilities and infrastructure, and budget, suboptimal cross-sector coordination, and low public awareness. Based on the results of this study, it can be concluded that the strategies implemented by DP3AP2KB to reduce the rate of early marriage have not been successful in achieving the expected goals. Therefore, it is necessary to optimize the use of the budget, analyze labor needs, improve the quality of service facilities and infrastructure, strengthen cross-sector coordination, and strengthen strategies to change community behavior.

Abstract

Cilacap Regency is one of the regions contributing to food security in Central Java Province and possesses a significant number of irrigation areas; this necessitates an optimal role for the local government in the management of these irrigation areas. This study aims to analyze the role of the Cilacap Regency local government in the management of irrigation areas in Cilacap Regency in 2024. This study employs a descriptive qualitative approach. Data were collected through in-depth interviews with relevant agencies, namely the Cilacap Regency Water Resources Management Agency (PSDA) and the Cilacap Regency Agriculture Agency, as well as beneficiaries of the irrigation area specifically the Water User Farmers’ Association (P3A)—and were supplemented by documentary data and literature reviews. Analysis was conducted using Labolo’s (2014) theory of government roles, supplemented by an analysis based on the principles of good governance according to the UNDP as outlined by Sedarmayanti (2009). The research findings indicate that the Cilacap Regency Government has fulfilled its role as a regulator by enacting a number of regulations, while also serving as a provider of facilities and encouraging the active participation of water-user farmers through outreach activities. However, its role as a provider of facilities has not been fully realized due to budget constraints, resulting in 55% of the irrigation networks under the jurisdiction of Cilacap Regency being in poor condition. From a good governance perspective, irrigation management in Cilacap Regency has been participatory, equitable, and guided by applicable regulations, with supporting factors including a strong regulatory foundation, consistent routine inspection programs, and active participation by water-user farmers, while the main constraining factor is budget constraints.

Abstract

The issue of Out-of-School Children (OSC) remains a serious challenge in human resource development in Indonesia, including in Jepara Regency. Despite the implementation of various educational policies and programs, there are still school-age children at the local level who do not have access to formal or non-formal education. This condition indicates that the problem of OSC is not solely related to educational access but is also influenced by social and economic factors, as well as the quality of local governance in coordinating and implementing handling policies. Therefore, the management of OSC should be examined not only from an educational perspective but also from the standpoint of local governance. This study aims to analyze the governance of Out-of-School Children management implemented by the Jepara Regency Government through Regional Apparatus Organizations (OPD) based on the principles of good governance. The research employs a qualitative approach with a descriptive research design. Data were collected through in-depth interviews with relevant OPDs, including the Regional Development Planning Agency (Bappeda) as the leading sector, the Department of Education, Youth and Sports, the Department of Social Affairs, Community and Village Empowerment, the Office of Women’s Empowerment and Child Protection and Family Planning (DP3AP2KB), Community Learning Centers (PKBM), and beneficiaries of the OSC handling program. Data collection was also supported by documentation and literature review to strengthen the validity of the findings. The analysis was conducted using the principles of good governance developed by the United Nations Development Programme, which include participation, rule of law, transparency, responsiveness, equity, effectiveness and efficiency, and accountability. This framework was applied to assess the extent to which the governance of OSC management in Jepara Regency has been implemented in accordance with good governance principles, as well as to identify supporting and inhibiting factors in policy implementation at the local level. The findings reveal that the Jepara Regency Government has implemented OSC governance through cross OPD coordination, data collection and verification, the implementation of the 12-year compulsory education program, the provision of educational assistance, and the utilization of non-formal education pathways through Community Learning Centers (PKBM). The application of governance principles is particularly evident in the aspect of responsiveness, although challenges remain in terms of service equity, program effectiveness, and sustainability. Therefore, strengthening cross-sectoral coordination, policy innovation, and community participation is necessary to optimize sustainable OSC management.

Abstract

This study examines the distribution of Village Funds toward equitable infrastructure development among hamlets in Suwatu Village, Tanon District, Sragen Regency. The Village Fund policy, sourced from the State Budget and implemented since 2015 under Law Number 6 of 2014 concerning Villages, aims to promote welfare improvement and accelerate development at the village level. However, equitable distribution of development benefits among hamlets within a single village remains an unresolved issue, as evidenced by the 2024 Village Development Index (IPD) gap among Hamlet Ngijo (73.5/Advanced), Hamlet Banaran (60.5/Developing), and Hamlet Mlangse (55.5/Underdeveloped). The purpose of this study is to analyze the management of Village Funds in infrastructure development in Suwatu Village. Furthermore, this study aims to identify the factors considered in Village Fund utilization and to analyze the equity of infrastructure development among hamlets. This study uses Rubin's (2019) Budget Politics theory as an analytical framework, which is operationalized through budget governance indicators adapted from Mardiasmo (2021) using a descriptive qualitative approach. Data collection was conducted through in-depth interviews, field observations, and documentation involving village officials, members of the Village Consultative Body (BPD), and community representatives from all three hamlets. The findings indicate that Village Fund management in Suwatu Village has not fully achieved equitable and just development. Several fundamental problems were identified, namely the fund allocation formula was not transparently communicated to the community, Village Deliberation forums were still dominated by certain groups causing the aspirations of underdeveloped hamlets to go unheard, and technical feasibility along with proximity to the village center were more influential in shaping budget distribution than the officially established criteria. These conditions created inequality across three dimensions: inter-area equity, inter-sector equity, and inter-social group equity.Based on these findings, this study recommends that the Suwatu Village government improve the Village Deliberation mechanism to be more inclusive and not dominated by certain groups, prioritize budget allocation to underdeveloped hamlets proportionally based on IPD data, and increase budget information transparency to all layers of society, especially in hard to-reach hamlets. Strengthening oversight based on actual results, not just the completeness of administrative documents, is also key to promoting equitable development.
