Abstract

Purpose : This study aims to analyze the participation of informal workers in the BPJS Employment program in Indonesia, particularly in the Provinces of Central Java and the Special Region of Yogyakarta, and to examine the differences in policy implementation using the power resource approach developed by Walter Korpi. Design/methodology/approach : This research employs a literature review and data collection methods to analyze the implementation of social security programs for informal workers in Central Java and the Special Region of Yogyakarta in 2023. Findings : The findings show that the participation rate in Yogyakarta reached nearly 37% of the total labor force, while in Central Java it was only around 24%, indicating differences in the effectiveness of policy implementation between the two regions. Local government policies and budget support play a crucial role in increasing participation among informal workers, while economic constraints, low levels of education, and lack of socialization reflect weak power resources, which hinder workers from accessing social security programs. Practical Implication : The findings highlight the importance of strong local government commitment, budget support, and targeted socialization to increase informal workers’ participation in social security programs. Originality/value : This study provides a novel perspective by applying the power resource approach of Walter Korpi at the subnational level, showing that participation differences are influenced not only by economic factors but also by political commitment and distribution of power. Abstract

The issue of fertilizer subsidies extends beyond the technical aspects of budget allocation, distribution methods, and discussions surrounding state food sovereignty. Importantly, the fertilizer subsidy policy is also intertwined with the power dynamics among policy actors, which may encompass political strategies. This study utilizes secondary data sourced from official platforms, including the ministry's website, the Central Bureau of Statistics (BPS), and media reports concerning public statements issued by relevant authorities in both the legislative and executive branches. The findings of this article suggest that the fertilizer subsidy policy serves as a political populism strategy, bolstering political support for Jokowi and the candidates he endorses, particularly to maximize electoral gains in the three provinces with the largest voter populations in Indonesia: East Java, West Java, and Central Java. This is evidenced by the strategic allocation of the fertilizer subsidy budget, which is intensified in the years preceding presidential elections, specifically in 2019 and 2024. Consequently, although farmers are not the sole determinants of the electoral success of Jokowi and Prabowo-Gibran, their significant numbers at both national and local levels in these three provinces render them a crucial demographic to secure.

Abstract

Artikel ini melaporkan hasil penelitian yang bertujuan mengukur pengaruh tingkat ketersediaan fasilitas umum ramah disabilitas terhadap partisipasi politik penyandang disabilitas di Kabupaten Banyumas. Teori utama yang digunakan  adalah partisipasi politik yang dielaborasikan dengan teori penyandang disabilitas, fasilitas umum, dan kebijakan publik sebagai pendukung. Jenis penelitian yang digunakan termasuk penelitian kuantitatif dengan metode penelitian survei. Sampel dipilih dengan teknik cluster sampling, dengan target 320 responden yang mewakili 3.334 populasi penyandang disabilitas. Hasil penelitian membuktikan bahwa ketersediaan fasilitas umum ramah disabilitas secara statistik memengaruhi secara signifikan terhadap partisipasi politik penyandang disabilitas. Namun, korelasinya rendah yaitu 0,113 dan kontribusi pengaruhnya yang sangat rendah yakni 1,7 %. Hal ini berarti ketersediaan fasilitas umum ramah disabilitas bukan hal yang utama dalam memengaruhi kualitas partisipasi politik penyandang disabilitas, masih ada variabel laian yang perlu diteliti
