Abstract

Muara Angke, located in North Jakarta, is a coastal area with intensive fishing activities that generate a significant amount of fish waste estimated at hundreds of kilograms per day. This condition has a direct impact on environmental pollution and the quality of life of the surrounding community. This journal explores the application of infill architecture as a design strategy for developing a fish waste and water treatment facility within limited and densely populated urban spaces. The infill method is used to occupy residual spaces within the existing urban fabric, allowing solutions to be implemented without displacing settlements or altering the macrostructure of the area. Through a context-based design and case study approach, the project integrates organic waste treatment, water recycling systems, and multifunctional public spaces such as community fishing areas and educational hubs. The design focuses on ecological regeneration through a closed-loop system and aims to empower coastal communities socially and environmentally. The study concludes that infill architecture not only provides an adaptive spatial solution, but also supports the development of sustainable, environmentally responsive, and community-oriented infrastructure. Keywords: infill architecture; Muara Angke; waste treatment; water filtration Abstrak Muara Angke, Jakarta Utara, merupakan kawasan pesisir dengan aktivitas perikanan intensif yang menghasilkan limbah ikan dalam jumlah besar, diperkirakan mencapai ratusan kilogram per hari. Kondisi ini berdampak langsung pada pencemaran lingkungan dan kualitas hidup masyarakat sekitar. Artikel ini mengeksplorasi penerapan Infill Architecture sebagai strategi desain untuk merancang fasilitas pengolahan limbah ikan dan air pada area terbatas dan padat penduduk. Metode infill digunakan untuk mengisi ruang-ruang residual di kawasan eksisting, sehingga solusi dapat diterapkan tanpa menggusur permukiman atau mengubah struktur makro kawasan. Melalui pendekatan studi kasus dan perancangan berbasis konteks, proyek ini mengintegrasikan sistem pengolahan limbah organik, daur ulang air, serta ruang publik seperti tempat edukasi dan pemancingan komunitas. Desain difokuskan pada regenerasi ekologis melalui sistem tertutup (closed-loop system) dan pemberdayaan sosial masyarakat pesisir. Hasil kajian menunjukkan bahwa Infill Architecture tidak hanya menawarkan solusi spasial adaptif, tetapi juga mampu menciptakan bangunan fungsional yang berkelanjutan, responsif terhadap lingkungan, dan memberdayakan komunitas lokal.

Abstract

The growth of the textile industry in West Jakarta has shown a significant increase along with the expansion of fast fashion trends and the ease of distribution through e-commerce platforms. This rise in production has directly contributed to an increasing volume of textile waste, particularly within small- and medium-scale industries that generally lack adequate waste management systems. This condition creates environmental challenges as well as the need for facilities capable of managing and optimizing textile waste through sustainable approaches. This study aims to identify user characteristics and formulate appropriate architectural programs for the planning of a textile waste processing facility in West Jakarta. The research employs a qualitative approach through literature studies and field observations to understand existing conditions and actual needs within the study area. The findings indicate that the primary users of the facility include textile industry actors, waste processing technicians, creative communities, educational institutions, and the general public. User activities are categorized into three main groups: technical, educational, and creative activities, each requiring spaces with distinct characteristics while remaining functionally integrated. The synthesis of the findings emphasizes that the architectural program should integrate industrial, educational, and upcycling-based creative functions within an adaptive spatial system. The application of a regenerative architectural approach is expected to produce a facility that not only functions technically but also generates positive environmental, social, and economic impacts on the surrounding area. Keywords: facility; program; regenerative; user; waste Abstrak Pertumbuhan industri tekstil di Jakarta Barat menunjukkan peningkatan signifikan seiring berkembangnya tren fast fashion dan kemudahan distribusi melalui platform e-commerce. Peningkatan produksi tersebut berdampak langsung pada bertambahnya volume limbah tekstil, terutama pada industri skala kecil dan menengah yang umumnya belum memiliki sistem pengolahan limbah yang memadai. Kondisi ini menimbulkan permasalahan lingkungan sekaligus kebutuhan akan fasilitas yang mampu mengelola dan mengoptimalkan limbah tekstil secara berkelanjutan. Penelitian ini bertujuan untuk mengidentifikasi karakteristik pengguna serta merumuskan program arsitektur yang tepat dalam perencanaan fasilitas pengolahan limbah tekstil di Jakarta Barat. Penelitian menggunakan pendekatan kualitatif melalui metode studi literatur dan observasi lapangan untuk memahami kondisi eksisting dan kebutuhan nyata di kawasan penelitian. Hasil penelitian menunjukkan bahwa pengguna utama fasilitas meliputi pelaku industri tekstil, tenaga teknis pengolahan limbah, komunitas kreatif, lembaga pendidikan, serta masyarakat umum. Aktivitas pengguna terbagi ke dalam tiga kelompok utama, yaitu aktivitas teknis, edukatif, dan kreatif, yang masing-masing membutuhkan ruang dengan karakteristik berbeda namun saling terintegrasi. Sintesis hasil studi menegaskan bahwa program arsitektur perlu menggabungkan fungsi industri, edukasi, dan aktivitas kreatif berbasis upcycling dalam satu sistem ruang yang adaptif. Penerapan pendekatan arsitektur regeneratif diharapkan mampu menciptakan fasilitas yang tidak hanya berfungsi secara teknis, tetapi juga memberikan dampak positif bagi lingkungan, sosial, dan ekonomi kawasan.

Abstract

The plastic waste crisis has become an increasingly urgent environmental phenomenon, not only causing water and soil pollution but also impacting public health through microplastics and hazardous emissions. This condition is highly visible in Jakarta, particularly in the Manggarai Sluice Gate area, which during the rainy season receives 600 to 700 tons of waste per day, 30% to 35% of which consists of single-use plastics. A crucial spatial issue is the lack of integrated local waste processing in densely populated areas, such that waste is only transported to landfills without providing added value or restoration for the river ecosystem. The objective of this research and design is to formulate a regenerative architecture-based solution through the development of the Plastic Learning and Recycling Center (PLRC) as a facility that functions for processing, education, and community empowerment. For the sub-study, the focus is placed on the principles of regenerative architecture and circular economy which emphasize a closed-loop system in the form of a plastic-to-energy-to-material process. The research method uses a qualitative approach with field observations, interviews, literature review, site analysis, precedent studies, and the synthesis of massing concepts. The research results formulate a design with a vertical zoning system that separates technical areas and education zones. The novelty of the results shows innovation in combining technical, educational, social, and ecological functionalities within a single regenerative architecture facility. Thus, the PLRC in Manggarai becomes a design prototype that not only suppresses plastic pollution but also contributes to the restoration of urban ecosystems as well as strengthening community capacity toward sustainability. Keywords: ecosystem; gasification; plastic; pyrolysis; regenerative Abstrak Krisis sampah plastik telah menjadi fenomena lingkungan yang semakin mendesak, tidak hanya menyebabkan pencemaran air dan tanah, tetapi juga berdampak pada kesehatan masyarakat melalui mikroplastik dan emisi berbahaya. Kondisi ini sangat terlihat di Jakarta, khususnya di area Pintu Air Manggarai, yang selama musim hujan menerima 600 hingga 700 ton sampah/hari, 30% hingga 35% di antaranya merupakan plastik sekali pakai. Masalah ruang yang krusial adalah ketiadaan pengolahan sampah lokal yang terintegrasi di kawasan padat penduduk, sehingga sampah hanya diangkut ke TPA tanpa memberikan nilai tambah atau pemulihan bagi ekosistem sungai. Tujuan dari penelitian dan perancangan ini adalah merumuskan solusi berbasis arsitektur regeneratif melalui pembangunan Plastic Learning dan Recycling Center (PLRC) sebagai fasilitas yang berfungsi untuk pengolahan, edukasi, dan pemberdayaan masyarakat. Untuk sub-kajian, fokus dilakukan pada prinsip arsitektur regeneratif serta ekonomi sirkular yang menekankan sistem tertutup (closed loop) berupa proses dari plastic-to-energy-to-material. Metode penelitian menggunakan pendekatan kualitatif dengan observasi lapangan, wawancara, kajian literatur, analisis pada tapak, studi preseden, dan sintesis konsep gubahan massa. Hasil penelitian merumuskan desain dengan sistem zonasi vertikal yang memisahkan area teknis dan zona edukasi. Kebaruan hasil menunjukkan inovasi dalam menggabungkan fungsionalitas teknis, edukatif, sosial, dan ekologis dalam satu fasilitas arsitektur regeneratif. Dengan demikian, PLRC di Manggarai menjadi prototipe desain yang tidak hanya menekan pencemaran plastik, tetapi juga berkontribusi dalam pemulihan ekosistem perkotaan serta memperkuat kapasitas masyarakat menuju keberlanjutan.
