Abstract

This study aims to describe the causes of low participation of women in the development of the Jaya Makur Village. This research was conducted for approximately 3 months at the Jaya Makur Village Office, Kurik District, Merauke Regency. The method used in this study was descriptive qualitative with data analysis techniques using sources according to Denzin and Lincoln, namely data reduction, data presentation, and conclusion drawing. The number of informants in this study was 11 people. The study's results regarding women's participation in the development planning of the Jaya Makur Village in the Kurik District are still not optimal. Participation in ideas has been quite open, with the village government providing space for women to express ideas in village forums. Participation in property where women's involvement is still minimal and dominated by men's groups reflects the gap in implementing village programs. Participation in skills and expertise is not yet fully strategic because it focuses on social roles such as in the Postu (village leadership post) or the Family Welfare Movement (PKK). Structural barriers such as domestic responsibilities, minimal family support, and cultural norms limit women in Jaya Makmur village from developing the technical skills needed to participate actively in planning.
