Abstract

This study investigates the effect of leadership and motivation on employee performance at the Secretariat of the Regional People's Representative Council (DPRD) in the Surakarta Residency. A total of 105 respondents, including civil servants and contract employees, participated in the survey. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS software. The results of the hypothesis testing indicate that leadership has a significant and positive impact on employee performance. Similarly, motivation is also proven to have a significant positive effect on performance. These findings emphasize the strategic role of leadership in providing direction and empowerment, as well as the importance of motivation in encouraging responsibility and commitment. The tested model meets the criteria for validity, reliability, and overall model fit. The study supports the application of Goal Setting Theory and Maslow’s Hierarchy of Needs in enhancing public sector performance and recommends strengthening leadership capacity and motivation systems to improve organizational effectiveness.

Abstract

BUMDes merupakan instrumen strategis dalam mendorong pembangunan ekonomi desa melalui pengelolaan potensi lokal secara mandiri dan berkelanjutan. Namun demikian, BUMDes Sugeng Abadi Desa Mulur, Kecamatan Bendosari, Kabupaten Sukoharjo masih menghadapi berbagai permasalahan pada aspek tata kelola operasional dan kapasitas manajerial, khususnya belum tersedianya Standar Operasional Prosedur (SOP) sebagai pedoman kerja unit usaha. Kondisi tersebut menyebabkan pengelolaan usaha berjalan secara informal, kurang terstruktur, dan sulit dievaluasi secara objektif. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memperkuat tata kelola dan kapasitas kelembagaan BUMDes melalui pelatihan manajerial terstruktur serta penyusunan dan pendampingan implementasi SOP unit usaha. Metode pelaksanaan dilakukan melalui tahapan sosialisasi, pelatihan, penerapan teknologi manajemen berupa SOP, serta pendampingan dan evaluasi implementasi SOP dalam operasional harian BUMDes. Hasil kegiatan menunjukkan adanya peningkatan pemahaman pengelola terhadap tata kelola usaha berbasis SOP, tersusunnya dokumen SOP unit usaha yang sistematis dan aplikatif, serta meningkatnya keteraturan dan konsistensi operasional usaha. Kegiatan ini membuktikan bahwa penguatan tata kelola berbasis SOP mampu mendorong transformasi BUMDes menuju pengelolaan usaha desa yang lebih profesional, akuntabel, dan berkelanjutan.
