Abstract

The management of Official Travel Letters (SPD) at the Jambi Provincial General Elections Commission (KPU) has been carried out manually, resulting in various obstacles such as late filing, data input errors, and low administrative efficiency. These problems encourage the development of an integrated digital-based system. This study aims to develop an information system for submitting and managing Official Travel Letters that meets user needs using the Design Thinking approach. The Design Thinking method used consists of five stages: empathize, define, ideate, prototype, and testing. In the empathize stage, interviews were conducted with the Jambi Provincial KPU to understand user problems, while the define stage was used to formulate the main problems and user needs. The ideate stage resulted in a solution design in the form of a mapping of features and system flows that were then developed into a web-based application prototype. The developed system provides features for submitting SPDs, verification by the PPK (Commissioner for Official Travel), recording travel history, and printing official travel receipts. Test results show that the system is able to improve the efficiency of SPD management and minimize administrative errors. Thus, the application of the Design Thinking method is effective in producing information system solutions oriented to user needs.
