Abstract

Program pengabdian kepada masyarakat ini bertujuan untuk meningkatkan minat baca dan kemampuan literasi siswa melalui pojok baca dengan penerapan metode Reciprocal Teaching dan bimbingan belajar. Sasaran program ini adalah siswa kelas 3 sampai kelas 5, adapun bimbingan secara khusus dilakukan untuk siswa kelas 3 yang belum lancar dalam membaca serta menulis. Kegiatan ini terdiri dari beberapa tahapan, yaitu perizinan, sosialisasi, observasi, pembuatan pojok baca, kegiatan membaca bersama dengan penerapan metode Reciprocal Teaching, serta evaluasi. Evaluasi dilakukan dengan membandingkan hasil pre-test dan post-test yang diberikan kepada 20 siswa. Hasilnya anlisis menggunakan metode uji Wilcoxon mendapatkan nilai singnifikan yaitu (p-value = 0,001) < α = 0,05, yang berarti terdapat perbedaan signifikan antara nilai pre-test dan post-test siswa. Sebanyak 20 siswa mengalami peningkatan nilai post-test dengan rata-rata kenaikan 10,50 poin. Dengan demikian, program pojok baca dengan penerapan metode Reciprocal Teaching dan bimbingan belajar terbukti memberikan dampak positif terhadap peningkatan kemampuan literasi siswa kelas 3 sampai kelas 5 di Utama Muhammadiyah 5 Kota Parepare.

Abstract

This study aims to determine the legal responsibility for illegal logging perpetrators that result in natural disasters, and to determine the challenges faced in enforcing the law against illegal logging perpetrators in Anggeraja District, Enrekang Regency. The research method used is a normative-empirical approach, namely combining a study of applicable laws and regulations with field findings. Data collection techniques are carried out through literature studies, observations, interviews, and documentation with sources from the Environmental Service, Forestry Service, village officials, NGOs, and the Anggeraja District community. The results of the study show that law enforcement against illegal logging perpetrators still faces many obstacles, both in terms of the weakness of law enforcement officers, the involvement of individuals in illegal networks, and low public awareness. Illegal logging has been proven to be the main cause of natural disasters such as floods and landslides in the area. Although there are regulations that regulate it such as Law No. 18 of 2013 and Law No. 32 of 2009, their implementation has not been optimal. Therefore, strategic steps are needed in the form of increased supervision, firm legal action, and ongoing public education.

Abstract

Presidential Regulation Number 20 of 2018 on the Employment of Foreign Workers was enacted to promote investment and national economic growth. However, its implementation has raised various legal issues, particularly concerning the protection of local workers. This study aims to analyze the conformity of Presidential Regulation Number 20 of 2018 with Law Number 13 of 2003 on Manpower and to examine its impact on employment opportunities and career development of local workers in Indonesia. This research employs normative legal research using statutory and conceptual approaches. The findings indicate that several provisions of Presidential Regulation Number 20 of 2018 potentially conflict with the Manpower Law and the principle of the hierarchy of laws and regulations, thereby creating unequal competition between foreign workers and local workers. Furthermore, the implementation of technology and skill transfer has not been carried out optimally. This study concludes that strengthening supervision and policies for the protection of local workers is necessary to ensure justice and legal certainty within the national manpower system.
