Abstract

In recent years, there has been a lot of research related to pattern recognition is conducted to identify various forms of patterns and controlling system. Utilizing backpropagation neural network in pattern identifying is very useful to solve problems with unknown parameter and difficult to determined. And then the data of the pattern are trained and tested. The results obtained from the recognition rate indicates a backpropagation neural network, provide excellent performance, which is an average of 98%. This neural network is expected to be developed by other researchers for the advancement of knowledge in all fields.

Abstract

This study analyzed the impact of changes in income tax on tax rates taxable income and tax ratio and made recommendations for changes of individual income taxes rates, the study was conducted by using comparative method oftax ratio and taxable income before and after the change in income tax rates. To ensure that the tax rate is the main variable that affects income tax revenue, the author used regression method. The result showed that the reduction in income tax rates caused tax ratio fell, while taxable income rose. In order to optimize tax cpllection efforts, this study recommended reduction of tax relief. This policy would certainly be a burden to the low-income individual taxpayers. Howewer, to minimize the impact, the study recommended changes in taxable income layers and individual income tax rates in each of the layers. Layers changes were also intended to obtain a more optimal tax revenue from high income individual taxpayers. The results showed that the recommended individual income tax rate could increase the individual income tax revenue.

Abstract

This study aims to determine the effectiveness of the use of information technology in driving digital transformation in the Micro, Small, and Medium Enterprises (UMKM) sector, especially in the Bulukumba area. In the midst of the development of the digital economy, technology is a strategic factor to improve operational efficiency, expand market reach, and strengthen business competitiveness. However, the implementation of technology among UMKM is not optimal because it is still faced with various obstacles such as low digital literacy, limited devices, and lack of training. This study uses a descriptive quantitative approach with three main indicators, namely the use of information technology, digital transformation, and the performance and competitiveness of UMKM. Information technology is considered to help accelerate transactions, improve financial records, expand promotions, and encourage product innovation. Thus, the use of digital technology has proven effective in supporting the transformation of UMKM in a sustainable and competitive manner in the digital economy era.

Abstract

Presidential Regulation Number 20 of 2018 on the Employment of Foreign Workers was enacted to promote investment and national economic growth. However, its implementation has raised various legal issues, particularly concerning the protection of local workers. This study aims to analyze the conformity of Presidential Regulation Number 20 of 2018 with Law Number 13 of 2003 on Manpower and to examine its impact on employment opportunities and career development of local workers in Indonesia. This research employs normative legal research using statutory and conceptual approaches. The findings indicate that several provisions of Presidential Regulation Number 20 of 2018 potentially conflict with the Manpower Law and the principle of the hierarchy of laws and regulations, thereby creating unequal competition between foreign workers and local workers. Furthermore, the implementation of technology and skill transfer has not been carried out optimally. This study concludes that strengthening supervision and policies for the protection of local workers is necessary to ensure justice and legal certainty within the national manpower system.

Abstract

This research is entitled “Legal Analysis of the Responsibility of Local Government in Addressing the Clean Water Crisis in Marisa Village, Alor Regency, East Nusa Tenggara.” This study aims to analyze the legal responsibility of the local government in fulfilling the community’s need for clean water and to identify the obstacles faced in addressing the clean water crisis. The results show that the local government has undertaken several efforts, including providing water facilities and infrastructure, developing and utilizing water sources, and distributing water to the community. However, these efforts have not been implemented optimally and have not fully met the community’s needs equitably and sustainably. The main obstacles include limited water resources, geographical conditions, inadequate infrastructure, suboptimal management, and budgetary constraints. From a legal perspective, this condition reflects a gap between the local government’s obligations under applicable laws and regulations and the fulfillment of the community’s right to clean water in practice. Therefore, strengthening local government responsibility is necessary through adequate infrastructure development, sustainable water resource management, equitable service delivery, and regular monitoring and evaluation to ensure that the people of Marisa Village can enjoy their right to clean water fairly and sustainably.
