Abstract

Flood is a natural phenomenon that is very complex and difficult to avoid and it happens in almost all regions of Indonesia include in Makassar city. Makassar morphology condition and tilt between 0 – 21 m above sea level and also the existence of three major rivers namely Pampang, Jeneberang and Tallo river. In addition, human activities that alter the function of green open space to settlements due to rapid urban growth become causes of floods. Tallo River was chosen as the venue for research due to the significant influence on the occurrence of flooding in the northern city of Makassar. The vulnerability of the flood is estimated using four parameters including rainfall, soil texture, land cover and slope were scored later and overlayed. Vulnerability level is divided into four classes, which are very vulnerable, susceptible, slightly vulnerable and sensitive. Based on the research, the area that is particularly very vulnerable to flooding in watershed of Tallo about 0.03 km2 , susceptible 56,01 km2 , slightly vulnerable 65.49 km2 , and is not prone area 2.29 km 2 . Vulnerability is then validated usig tidal data to determine areas affected by the flood tide. Causes of flood analysis by using root causes analysis with two parameters of runoff and erosion sub-watershed in order to formulate appropriate concepts for controlling floods which occurred in the city of Makassar.

Abstract

Losari Beach cannot be avoided from a variety of social problems which causes the interference of social function of public space as a place for people to interact. Therefore, the study of social function of public space at Losari Beach are needed to make a better place and to improve the quality of Losari Beach as the public space. Spatial analysis (GIS) was conducted to figure the pattern of visitors’ activities and characteristic of public space at Losari Beach. Qualitative descriptive and quantitative analysis were used to find out the types of activities and the indicators of values and social function of Losari Beach. The result was Losari Beach consists of some kinds of public spaces like plazas, pedestrian ways, restaurants, and floating mosques which can be the attractive point. The value and social function indicators such as the comfort and the security, cannot fulfill the people’s needs due to the lack of facilities to support their activity and to feel safe and comfort. Thus, the needs and the democratic was needed to protect the people’s rights and the values were not achieved well.

Abstract

The increasing of the population growth is proportional to the demand of built up land. This happens to the settlement where the construction of various facilities continues to increase, so that the area of land for green open space increasingly limited. The lack of the green open space is caused by the land conversion to the built up area. In addition, it has a lot of construction that do not pay attention to the Building Coverage Ratio (BCR) and the Green Grounds Coefficients so that the availability of the green open space in the house yard is very limited. The reduced and even the loss of the green open space area which should be available impact on various problems incidence, such as air pollution, floods, and the rising of the temperature of town. This happens in Bumi Tamalanrea Permai settlement where the availability of the green open space decreased along with the increasing of built up land growth. This research aims to knowing the characteristic and functions of the green open space in Bumi Tamalanrea Permai settlement that for each type is varies and influenced by its widely and locations, then to determine the ratio of green area per resident in which it is not reached the standard that is 20 meter square per resident. The analysis is conducted by qualitative and quantitative approaches. From the results of analysis conducted, there are several problems relate to the green open space in Bumi Tamalanrea permai settlement, so that the green development direction is a solution in order that availability of the green open space is still exist even though with the limited land.
