Abstract

This study aims to analyze the managerial role of Dinas Pertanian of Penajam Paser Utara Regency in efforts to control chili inflation in Penajam District and to identify the supporting and inhibiting factors affecting its implementation. Controlling chili inflation is an important effort to maintain food price stability and ensure the availability of chili commodities for the community. This study employed a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation. The research informants consisted of Dinas Pertanian, Penyuluh Pertanian Lapangan (PPL), farmer groups, and chili farmers. Data were analyzed using which includes the functions of planning, organizing, actuating and controlling.The results indicate that Dinas Pertanian of Penajam Paser Utara Regency has implemented management functions in controlling chili inflation effectively through various programs aimed at increasing production and stabilizing chili supply. The obstacles encountered include extreme weather conditions, pest and plant disease outbreaks, high production costs, fluctuations in chili prices, and dependence on supplies from outside the region. Meanwhile, the supporting factors include support from local government programs, the active role of Penyuluh Pertanian Lapangan (PPL), active farmer groups, support from Tim Pengendalian Inflasi Daerah (TPID), and the growing potential of local chili production.

Abstract

This study aims to examine and analyze the effect of competence, work discipline, and workload on employee performance, with job satisfaction serving as a mediating variable at the Public Appraisal Services Office (KJPP) Satria dan Rekan in Indonesia. This research adopts a quantitative approach. The total population comprises 130 employees (consisting of 75 appraisers and 55 administrative and finance staff) at KJPP Satria dan Rekan across Indonesia. The researcher designated the appraiser group as the primary focus of the study. Consequently, from the target population of 75 appraisers, a sample of 44 respondents was selected using a simple random sampling technique. Data were collected using Google Forms questionnaires evaluated on a Likert scale. Data analysis was executed using Variance-Based Structural Equation Modeling (SEM-PLS) facilitated by SmartPLS v.4.0 software. The results revealed that among the tested direct and indirect relationships Work discipline has a positive and significant direct effect on employee performance; Competence has a positive and significant direct effect on job satisfaction. Conversely, Competence and Workload do not significantly affect employee performance directly; Work discipline and Workload do not significantly impact job satisfaction; and Job satisfaction has no significant direct effect on employee performance. Furthermore, job satisfaction fails to mediate the relationships between competence, work discipline, or workload and employee performance at KJPP Satria dan Rekan in Indonesia.

Abstract

This research aims to analyze the human resource development strategy and the performance effectiveness of civil servants in that division. This research uses a descriptive qualitative approach. Data were collected through in-depth interviews, observation, and documentation involving five purposively selected informants: the DPRD Secretary, the Head of the Budget Facilitation and Supervision Division, the Head of the General Affairs Division, a Junior Policy Analyst, and an Administrative Staff member. Data were analyzed through data reduction, data display, and conclusion drawing, with validity ensured through triangulation. The results show that the development strategy combines formal training, such as technical guidance and policy socialization, with informal development through senior-junior mentoring, cross-sectional task assignment, and self-directed workplace learning, although technology mastery remains uneven. Performance effectiveness is reflected in improved work skills, work achievement, competitiveness, adaptability to regulatory and digital changes, and resilience under council-duty pressures, though still constrained by data coordination and limited technological facilities. A well-directed, sustainable development strategy is proven to contribute to the effectiveness of the DPRD Secretariat's administrative support.
