Abstract

Inclusive education is an approach aimed at ensuring equal access to education for all learners, including students with disabilities. This study aims to examine the social construction of disability within the practice of inclusive education in Indonesia by analyzing policy aspects, human resources, infrastructure, and socio-cultural factors. The research employs a qualitative method using a library research approach, drawing on relevant scientific literature. The findings indicate a significant gap between existing regulations and their implementation in practice. In addition, limited teacher competencies in handling students with special needs and inadequate accessible facilities remain major obstacles. Social factors, particularly societal stigma toward persons with disabilities, also hinder the creation of an inclusive educational environment. These findings suggest that the implementation of inclusive education in Indonesia is still not optimal and, in some cases, remains largely administrative in nature. Therefore, a comprehensive and collaborative effort from various stakeholders is required to develop a more inclusive, equitable, and sustainable education system.
