Abstract

Healthcare is a fundamental right of the public, guaranteed through the National Health Insurance (JKN) program administered by BPJS Kesehatan pursuant to Law Number 40 of 2004 concerning the National Social Security System. This study aims to analyze the causes behind the deactivation of BPJS Kesehatan memberships within the Contribution Assistance Recipient (PBI) segment in Cirebon Regency, as well as the mechanisms for resolving such issues. A normative-juridical research method was employed, utilizing a statutory approach and supplemented by empirical data gathered through interviews. The findings indicate that membership deactivation is an administrative policy designed to improve the targeting accuracy of assistance recipients through data updating. Contributing factors include changes in demographic data, economic conditions, asset ownership, employment status, data discrepancies, and state budget management. Resolutions are pursued through reporting to the Integrated Social Welfare Center (Puskesos) or the Social Affairs Agency, field verification, and membership reactivation. From a legal perspective, the policy aligns with statutory regulations; however, its implementation continues to face challenges regarding data accuracy and information transparency.
