Abstract

Implementation is a fairly important process in carrying out a decision. The implementation process will only start when the goals and objectives have been set, the activity program has been arranged and funds are ready and channeled to achieve the goals. Effective implementation is a must because, without effective implementation, decisions taken later will not be successfully implemented. If a policy/program does not function as it should, in the sense that the program cannot reduce existing problems, it can be said that the policy/program fails, but even a good policy/program can fail if implemented in an inappropriate manner. One thing that has become a problem in Malang regarding the implementation of PAKLIM foreign aid is that its implementation is not optimal. "Misinterpretation" is the biggest obstacle in the implementation of foreign aid which focuses on global environmental problems such as Climate Change. Many regional organizations have different views about the foreign aid program that is being implemented. This is inseparable from the still biased concepts that are brought about mainly on climate change assistance. In addition, developed and developing countries have different homework, if developed countries have jobs related to global problems such as ozone depletion and climate change issues, then developing countries, in this case, are more focused on domestic problems such as floods, inflation, poverty, and hunger and other problems whose effects are more felt by developing countries, thus making these global issues less important

Abstract

Malaysia is a country where the death penalty is still present and frequently practiced. It is due to different understandings of the death penalty itself. The absence of the Malaysian government in various international human rights treaties also increases unfair trials on death row inmates. The high number of death row inmates in Malaysia represents a severe human rights violation. The abolition of the death penalty is one of the current global human rights agendas. It goes against the right to live regulated by various international human rights instruments, such as the ICCPR (International Covenant on Civil and Political Rights) and the Declaration of Human Rights. One of the INGOs actively advocating the abolition of the death penalty in Malaysia is Amnesty International. This study looks at Amnesty International’s transnational advocacy tactics in encouraging the death penalty abolition in Malaysia from 2015 to 2018. The method used is descriptive research by collecting primary and secondary data and using transnational advocacy networks by Keck and Sikkink. The results of this research show that the efforts used by Amnesty International in this advocacy include information politics, symbolic politics, leverage politics, and accountability politics.

Abstract

Gun violence appears to be widespread in American culture. The year 2018 became a momentum for the founders and activists of the March For Our Lives movement, specifically the Stoneman Douglas High School Mass Shooting. This Movement's accomplishments are quite remarkable; the most important thing is that they were able to pass around 60 bills on safer firearms. The purpose of this research is to analyze the advocacy strategies employed by the March For Our Lives Movement. One of their efforts to carry out advocacy activities is the formation of the Transnational Advocacy Network (TAN). The network then employs a variety of strategies, including Information Politics, Symbolic Politics, Leverage Politics, and Accountability Politics. This research employs a qualitative method with a descriptive approach. The literature study was used to collect data from secondary sources.

Abstract

Kelangkaan air adalah masalah global yang dapat mempengaruhi kesehatan dan kesejahteraan manusia serta lingkungan. Partisipasi masyarakat diakui sebagai aspek penting dalam pengelolaan sumberdaya air, khususnya dalam upaya mengatasi kelangkaan air. Di Indonesia, Jawa Timur merupakan salah satu provinsi yang sering mengalami kekurangan air. Penelitian ini bertujuan untuk mengeksplorasi bagaimana masyarakat lokal berpartisipasi dalam pengelolaan sumberdaya air dan memanfaatkan pengetahuan lokal mereka untuk mengatasi kerentanan krisis air bersih di Desa Parsanga, Sumenep, Jawa Timur. Penelitian ini menggunakan pendekatan kualitatif dan menggunakan wawancara, observasi dan analisis dokumen sebagai metode pengumpulan data. Hasil penelitian menemukan bahwa inisiatif masyarakat lokal ditunjukkan dalam partisipasi untuk pembangunan sumur bor. Partisipasi ini diwadahi dalam organisasi yang dibentuk oleh masyarakat lokal di Desa Parsanga sendiri yaitu HIPPAM (Himpunan Masyarakat Pengguna Air Minum). HIPPAM telah membangun lima sumur bor yang dapat menyuplai air bersih kepada kurang lebih 500 rumah tangga. Inisiatif ini menunjukkan bahwa masyarakat lokal memiliki peran strategis dalam pengelolaan sumberdaya air dan dapat mendorong praktik-praktik keberlanjutan. Penelitian ini memberikan wawasan mengenai potensi masyarakat dan pengetahuan lokal dalam mengatasi permasalahan air global.

Abstract

Krisis air telah menjadi fenomena global. Kerentanan atas ketersediaan air menjadi hal yang semakin meluas di Indonesia. Bencana kekeringan dan krisis air bersih menjadi tantangan yang akan semakin intens dihadapi masyarakat Indonesia. Kabupaten Malang merupakan salah satu kabupaten di Jawa Timur yang memiliki potensi sumber daya air yang cukup kaya. Meski memiliki 48 sumber mata air yang tersebar di 33 kecamatan, krisis air menjadi salah satu permasalahan yang mengancam Kabupaten Malang. Pada tahun 2012 terdapat 13 kecamatan dari total 33 kecamatan di Kabupaten Malang yang mengalami krisis air. Terjadinya krisis air pada daerah yang memiliki sumber daya air yang melimpah mengindikasikan adanya persoalan yang sedang terjadi dalam tata kelola sumber daya air. Paper ini memfokuskan pada pengkajian atas pengelolaan sumber mata air di wilayah Gunung Kawi, Kabupaten Malang, utamanya terkait dengan pola-pola partisipasi yang dilakukan oleh masyarakat dalam pengelolaan sumber daya berikut kontestasi kuasa yang terbangun. Paper ini berargumen bahwa kerentanan atas air dapat dikelola tatkala partisipasi masyarakat menjadi pondasi dalam tata kelola sumber data. Namun demikian, perkembangan dalam pengelolaan sumber daya juga memicu tumbuhnya kontestasi kuasa antar aktor tatkala terjadi transformasi pemanfaatan sumber daya kearah profit ekonomi.
