Abstract

This study aims to determine the Strategy for Overcoming Early Marriage in Wajo Regency. This research includes descriptive qualitative research with data collection techniques through observation, interviews and documentation. Data analysis techniques using SWOT analysis.The results showed that the Early Marriage Response Strategy in Wajo Regency has not been overcome because there are still challenges in overcoming early marriage, although there have been efforts to overcome this, this is evidenced based on the indicators of Travis Hirchi's (2005) overcoming theory, namely: 1) Attachment (Affection), 2) Commitment (Responsibility), 3) Involvement (Involvement) 4) Believe (Trust). That in general, the Strategy for Overcoming Early Marriage in Wajo district is still not optimal due to various challenges that still exist, the main challenge is the lack of public awareness of the impact of early marriage and the existence of social and cultural norms supporting early marriage,By using SWOT analysis, the results obtained from this study are in quadrant IV or WT (Weakness-Threats) strategy, it is necessary to have firmer regulations and clear sanctions for violators of regulations related to early marriage, these sanctions are in the form of fines, criminal penalties in accordance with applicable policies in Wajo Regency.

Abstract

This research aims to evaluate the Gowa Regency government's policy in relocating street vendors along the axis road. By using descriptive qualitative research methods and referring to James Anderson's second type of policy evaluation theory, this research analyzes the success rate of the relocation program through various aspects that have been determined by data collection techniques, namely, observation, interviews and documentation. The checking of data validity is done through source triangulation and technical triangulation. Data analysis techniques used data condensation, data presentation, and conclusion drawing. The results showed that the relocation policy of street vendors had varying degrees of success in the aspects evaluated. Three aspects showed positive results, namely improving environmental cleanliness, creating comfort for road users and the surrounding community, and improving the beauty of urban planning. However, there are two aspects that have not achieved optimal results, namely the aspect of order and the impact of relocation on traders. The order aspect still faces challenges in terms of traders' compliance with the established rules, while the impact of relocation raises various socio-economic consequences that need further attention from the local government.

Abstract

Administration and management are processes, occurring within the organization. While the core of management and administration is leadership. Leadership is the determinant of whether an organization runs well or not. One of the leaders who is considered qualified or ideal is Adnan Purichta ihsan, the Regent of Gowa Regency.  This study aims to identify and describe the leadership of the Regent of Gowa Regency based on the principles of the relevant 5 pillars of leadership theory. The method used in this research is qualitative. While the type of research used is the appropriate case study method proposed by Robert K Yin. The data collection techniques used in this research are interviews, and documentation. The data validity technique used in this research is triangulation. The results showed that the leadership of the Regent of Gowa Regency can be said to be ideal leadership. There are 5 requirements to be a quality leader. Namely power, competence, credibility, willingness and enthusiasm, and courage. From these five conditions, it is found that the Regent of Gowa Regency fulfills the five conditions to become a quality leader. Although there is no perfect leadership, the five conditions are fulfilled, so the result is that the Regent of Gowa Regency is an ideal leader. This is in line with the quality leader proposed by Augustine Johanes Djohan. Quality leaders and ideal leadership have a close and interrelated relationship where quality leaders are individuals who demonstrate leadership qualities and characteristics that are considered positive as well as effective, while ideal leadership reflects the highest standards or expectations in the context of leadership.

Abstract

The low accessibility of fisherman assistance in the KUSUKA Program in Malunda District, caused by inadequate socialization, limited ownership of KUSUKA cards, and complex administrative procedures, hinders the equitable distribution of aid and the effectiveness of the program. This study focuses on the distribution, communication, and program implementation constraints that influence the affordability of assistance for fishermen. Using a qualitative descriptive method through interviews, observations, and document analysis, it was found that these factors constitute the primary obstacles in the implementation of the program. This research involved interviews with seven informants from the Fisheries and Marine Affairs Office and fishing groups to understand the accessibility of assistance within the KUSUKA program. Observations were conducted on fishermen’s activities in accessing aid and the distribution process in the field. Additionally, document analysis was carried out on KUSUKA program policies, annual budget reports, and statistical data related to fishermen in Malunda District. Based on Frenton's (2005) accessibility theory, the communication and information dimensions remain the key aspects that need improvement in this program. This research also highlights the importance of direct involvement from local governments and fishermen's organizations in building a more transparent and efficient distribution system, ensuring that the benefits of assistance are more equitably received by fishermen. The main recommendations of this study include increasing socialization efforts, simplifying administrative procedures, and strengthening coordination with fishing groups. Abstract

This study aims to find out the Regional Government's Strategy to Overcome the Circulation of Alcoholic Beverages in Kesu District, North Toraja Regency. This research uses a qualitative approach and produces descriptive data. Data collection was used by observation techniques, interviews, documentation and questionnaire distribution. The Data Analysis technique uses SWOT Analysis and conclusion test drawn. The results of this study show that the Regional Government's Strategy in Countering the Circulation of Alcoholic Beverages in Kesu District, North Toraja Regency has several efforts, namely tightening licensing and carrying out supervision and enforcement against the circulation of alcoholic beverages. However, the government needs to increase the special budget for the supervision of alcoholic beverages so that supervision and counseling can run effectively. Using SWOT analysis, the results obtained from this study are at the point of Quadrant III supporting the Turn-Arround Strategy, namely how external opportunities (Opportunities) can be used to overcome weaknesses (Weaknesses).
