Abstract

This study aims to find out how the development of the State Tourist Attraction Above the Clouds (Lolai) in increasing Regional Original Revenue (PAD) of North Toraja Regency. This type of research uses qualitative with a descriptive method. Data collection uses literature study techniques, observations, interviews, and documentation. The data analysis technique uses SWOT analysis techniques. Based on the results of the SWOT analysis using the Internal Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS) matrices, it shows that the development of the State Above the Cloud (Lempe Lolai) tourist attraction provides an increase in Regional Original Revenue (PAD) of North Toraja Regency. The results of IFAS and EFAS calculations show that a positive value means that the development conditions of the tourist attraction of the Land Above the Cloud (Lempe Lolai) are in good condition where the coordinates generated between IFAS and EFAS are in quadrant 1, namely X = 0.15 and Y = 1.1. This means that the tourist attraction is in a very favorable situation so that it has the power to take full advantage of the existing opportunities. Thus, the strategy that must be applied in the development of tourist attractions is an aggressive growth strategy (Growt Oriented Strategy).

Abstract

This study aims to determine the Strategy for Overcoming Early Marriage in Wajo Regency. This research includes descriptive qualitative research with data collection techniques through observation, interviews and documentation. Data analysis techniques using SWOT analysis.The results showed that the Early Marriage Response Strategy in Wajo Regency has not been overcome because there are still challenges in overcoming early marriage, although there have been efforts to overcome this, this is evidenced based on the indicators of Travis Hirchi's (2005) overcoming theory, namely: 1) Attachment (Affection), 2) Commitment (Responsibility), 3) Involvement (Involvement) 4) Believe (Trust). That in general, the Strategy for Overcoming Early Marriage in Wajo district is still not optimal due to various challenges that still exist, the main challenge is the lack of public awareness of the impact of early marriage and the existence of social and cultural norms supporting early marriage,By using SWOT analysis, the results obtained from this study are in quadrant IV or WT (Weakness-Threats) strategy, it is necessary to have firmer regulations and clear sanctions for violators of regulations related to early marriage, these sanctions are in the form of fines, criminal penalties in accordance with applicable policies in Wajo Regency.

Abstract

This study aims to understand, analyze, and describe how the optimization of e-Government implementation in the reporting of the National Industrial Information System (SIINas) is carried out at the Department of Trade and Industry, Jeneponto Regency and its supporting and inhibiting factors. This research is qualitative in nature, employing data collection techniques such as observation, interviews, and documentation. The data obtained from the research are processed using an interactive model analysis, which includes data condensation, data display, and conclusion drawing. The results of the study indicate that the implementation of e-Government in the National Industrial Information System (SIINas) at the Jeneponto Regency Trade and Industry Office has not been running optimally. This is identified through the extent to which the elements of successful e-Government implementation have been implemented, consisting of support, capacity, and value. The support and capacity elements need to be improved again. Meanwhile, in the value element, SIINas has a good impact on the Jeneponto Trade and Industry Office and Small and Medium Industries (IKM). However, these benefits have not been felt evenly by IKM in Jeneponto. Supporting factors in the implementation of e-Government in the National Industrial Information System (SIINas) at the Jeneponto Regency Trade and Industry Office, namely coordination with other institutions related to the implementation of SIINas and direct assistance to the community. Meanwhile, inhibiting factors, namely the absence of a special budget allocation prepared for SIINas, minimal knowledge of SMEs about technology, lack of skilled human resources, and low awareness of business actors.

Abstract

This research aims to evaluate the Gowa Regency government's policy in relocating street vendors along the axis road. By using descriptive qualitative research methods and referring to James Anderson's second type of policy evaluation theory, this research analyzes the success rate of the relocation program through various aspects that have been determined by data collection techniques, namely, observation, interviews and documentation. The checking of data validity is done through source triangulation and technical triangulation. Data analysis techniques used data condensation, data presentation, and conclusion drawing. The results showed that the relocation policy of street vendors had varying degrees of success in the aspects evaluated. Three aspects showed positive results, namely improving environmental cleanliness, creating comfort for road users and the surrounding community, and improving the beauty of urban planning. However, there are two aspects that have not achieved optimal results, namely the aspect of order and the impact of relocation on traders. The order aspect still faces challenges in terms of traders' compliance with the established rules, while the impact of relocation raises various socio-economic consequences that need further attention from the local government.

Abstract

This research aims to find out how public services are created in the SKCK processing process and to find out the supporting and inhibiting factors for creating public services in the SKCK processing process at the Makassar Police Intelligence and Security Unit. This research uses a qualitative approach and produces descriptive data. Data collection was used using observation, interviews and documentation techniques. Data analysis techniques use Miles Huberman, namely, data condensation, data presentation, and drawing conclusions. The results of this research show that the Intelligence and Security Unit's Public Service Evaluation of Making Police Record Letters (SKCK) for the Makassar City Police. There are 2 stages of the SKCK making service, namely offline (coming to the police station) and online by accessing the National Police Precision APP application, which, like the making stages, requires different time periods. The additional administrative requirements for making a Skck are that the BPJS card must be active for the Skck applicant who takes care of it. This rule will be implemented starting March 1 2024. However, Skck applicants do not yet know the rules. issued so that there are obstacles such as checking that the applicant's BPJS card is inactive or has not paid so that the applicant's SKCK cannot be issued. Applicants/people who administer SKCK prefer the online method because they can access it from various places and conditions. And the facilities and infrastructure provided are not yet fully effective. Sat Intelkam proposes to increase new sustainable breakthroughs by promoting the creation of Skck Online on social media, providing mobile Skck services so that people do not have difficulty reaching them from where they live.

Abstract

This research is a type of qualitative research that is descriptive and aims to determine the implementation of the Makassar City HIV/AIDS Management Policy (KPA). The data sources used are primary data sources and secondary data sources. In determining informants using purposive sampling technique. Data collection techniques were carried out using interviews, observation and documentation. The informants in this research were the AIDS/HIV Program Manager, Makassar City Health Service, Head of Social Rehabilitation Division, Makassar City Social Service, Mitra Husada Foundation Prajangkau Officer, Guardians/Patients infected with HIV/AIDS. The results of this study indicate that the Implementation of the HIV/AIDS Control Policy (KPA) in Makassar City has not been optimally implemented. There are 4 sub-indicators that are considered based on the theory of George C. Edward III (1980). This can be seen in two indicators that have been implemented well, namely the disposition and bureaucracy indicators and two indicators that have not been optimal in their implementation, namely the communication and resource indicators. This is because the communication process through socialization has not fully reached the key population and there is still stigma/discrimination against PLWHA and there are still inhibiting factors in the resource variable which should be the most optimized variable. The inhibiting time in the implementation of HIV/AIDS control (KPA) in Makassar City is related to social stigma and discrimination against PLWHA (People with HIV/AIDS), limited special budgeting for HIV/AIDS programs, and limited Human Resources (HR).

Abstract

This paper aims to determine the Implementation of Public Transportation Control at Daya Terminal in Makassar City along with supporting and inhibiting factors of the Implementation of Public Transportation Control Policy at Daya Terminal in Makassar City. This study uses a qualitative approach and produces descriptive data. Data collection is carried out by means of observation, interviews and documentation. Data are processed using three simultaneous activity flows, namely data reduction, data presentation and drawing conclusions/verification. The results of the study indicate that the Implementation of Public Transportation Control at the Daya Terminal in Makassar City in this case has been implemented but is still less than optimal. There are 4 dimensions that are considered in viewing the implementation of the policy, namely in terms of disposition, communication, resources and bureaucratic structure. Of the four indicators, the obstacles in the application and implementation are disposition and resources because they have not been optimally implemented in the control of public transportation at the Daya Terminal in Makassar City. The causal factors that are obstacles include the lack of public awareness, facilities and infrastructure, and driver awareness regarding the policy of controlling public transportation at the Daya Terminal in Makassar City.
