Abstract

The Cross-Border Pass is a travel document that functions similarly to a passport and visa for residents living in the land border areas between Indonesia and Timor-Leste. This study aims to identify and describe the impact of the Cross-Border Pass Card (KPLB) policy in Silawan Village, East Tasifeto Subdistrict, Belu Regency. This research employs a descriptive method with a qualitative approach. Data were collected through in-depth interviews, observation, and documentation. The results of the study, based on William N. Dunn’s policy evaluation theory, indicate that the KPLB policy has a positive impact in facilitating community mobility in a legal, orderly, and secure manner, as well as supporting social and economic activities in border areas. However, in terms of adequacy, the policy has not fully met the needs of the community, as there are still residents who do not possess the card and face limited access to services. In addition, several challenges were identified in the implementation of the policy, including limited socialization, inadequate supporting facilities and infrastructure, and the potential misuse of the card for illegal activities such as smuggling.

Abstract

The phenomenon of incumbent defeat in the 2024 Belu Regency Election, particularly the defeat of Agus Taolin, who previously served as an active regional head, has become an interesting subject of study because incumbents generally have greater opportunities to win political contests due to their experience, political networks, and established popularity. This study aims to analyze the dynamics of incumbent defeat and the factors contributing to shifts in voter support. This research employs a qualitative approach using a descriptive-analytical method. Data were collected through in-depth interviews with community leaders, campaign teams, and voters, supported by observation and documentation. The analysis applies the Retrospective Voting theory to understand how the public evaluates incumbent performance based on their experiences during the administration period. The findings indicate that the incumbent’s defeat was influenced by negative public assessments of economic performance, public services, policies, and development programs, which were perceived as not fully meeting community expectations. Furthermore, limited communication and public involvement contributed to strengthening public dissatisfaction. Voter decisions reflected an evaluation of past performance, resulting in a “political punishment” through their choices at the ballot box.

Abstract

This study aims to analyze the winning strategy of Christian Widodo and Serena Francis (CS'AN Package) in the 2024 Kupang City Regional Head Election (Pilkada), focusing on the utilization of social media influencers as a campaign strategy. The method employed is descriptive qualitative, with data collected through observation of digital activities on Instagram and TikTok, campaign content analysis, and in-depth interviews with the campaign team and involved influencers. Grounded in Hafied Cangara's communication effects theory, the effectiveness of the campaign is analyzed through three integrated dimensions: cognitive (building public knowledge and awareness), affective (shaping attitudes and emotional proximity), and conative (triggering concrete actions into voting support). The study concludes that the shift from traditional billboard-based campaigns to influence-based campaigns on social media was the decisive factor for victory in the digital democracy era. The success of the CS'AN Package proves that the credibility of local influencers, when managed with authentic content, can be effectively converted into real electoral votes from the youth voter segment (Generation Z and Millennials).
