Abstract

The issue of COVID-19 has affected the economy and society of the country. So the government is taking various steps to prevent it by pushing laws of isolation and quarantine, as well as enforcing restrictions and community activities (PPKM). This study aims to clarify the analysis, policy, and political budget handling of COVID-19 in Kupang City. Research methodology is qualitative, with the type of cases used to study and analyze situations affecting individuals and groups dealing with COVID-19 in great detail. According to research findings, the Kupang city government has relocated its budget and refocused on regulating COVID-19 through Regional Regulation Number 3 of 2020 on the regional allocation of Kupang City Year 2021 budget as described by Regulation Mayor (Perwali) Kupang. The letter number 98 revised return becomes the Guardian Number 5 of 2021 Regarding Modifications to Regulations Mayor Kupang Number 98 of 2020 Regarding Explanation Budget Kupang City Regional Income and Expenditure. The Kupang city government received funds through policy total of 80,051,530,953 that were entered into Shopping Not Expected (BTT) for natural and artificial disasters (covid19 handling). From the side, implementation policy causes the spread of Covid-19 to be handled slowly since data information is not synchronized with the number of cases in the field. The policy has not held Covid-19 in Kupang City effectively because of the Kupang City DPRD's insufficient political control, the government's responsiveness, the Prosecutor's Team's aggressiveness toward the Covid-19 task force, and public compliance.

Abstract

The border issue has always been a problem that continues to be debated by every country. One of the issues that are important but rarely highlighted is social issues that involve relations and interactions between people in bordering countries. As happened in Motaain, the border between Indonesia and Timor Leste. The separation of the two regions after the 1999 East Timor Popular Consultation resulted in various traditions and indigenous cultures being transformed into cross-border cultures. This transformation occurred because previously the two boundary communities came from the same culture. This can be explored from three aspects: historical, cultural, and genealogical ties. Separation of the country does not eliminate cultural relations and interactions even though they have different citizenship statuses. Cross-border culture creates harmonization of border communities so that horizontal conflicts at the border can be minimized. However, cross-border culture needs state control because it risks territorial sovereignty, as well as having loopholes for certain elements to exploit to create transnational violations and crimes. This issue has become the concern of the two countries in controlling people across the border. State policies that negotiate with culture as well as negate previous opinions that see the state as the sole actor in managing boundaries. The state does not have to control borders with power, but it can also be done by giving space for its citizens to interpret borders with cross-border culture

Abstract

This study is aimed at discussing the governance of extractive natural resources of lobster farming in the thousand mouth islands - rote ndao district based on a basic argumentation: one, Privatization of Collective Goods and its implications for local communities. Second, the power relations between the government as a regulator and corporations that commercialize extractive resources of lobster farming in the Thousand Mouth Islands - Rote Ndao Regency. To analyze some of the above issues, the author uses the political ecology paradigm as a starting point. Political ecology sees resource and environmental management not only as technical issues in the field but also as a dialectic of the socio-political environment and the community where the resources are located.

Abstract

Pengabdian masyarakat ini bertujuan memberikan edukasi politik mengenai penguatan kapasitas kepada pemerintah desa dan masyarakat Desa Bonmuti dalam pengelolaan sumber daya alam alam pegunungan, karena itu masyarakat diharapkan untuk turut berpartisipasi aktif dalam mengelola sumber daya alam pegunungan yang merupakan daerah pengembangan wisata berbasis masyarakat (Community Based Tourism-CBT) agar dapat membawa dampak terhadap kehidupan sosial dan ekonomi. Permasalahan tata kelola sumberdaya, dalam hal ini partisipasi masyarakat sangat dibutuhkan dalam pembangunan pariwisata. Metode yang digunakan dalam kegiatan ini adalah pemaparan materi dan diskusi bersama perangkat desa dan masyarakat desa Bonmuti. Partisipasi masyarakat dalam pengelolaan sumberdaya alam menjadi salah satu hal penting yang perlu diperhatikan karena partisipasi masyarakat merupakan keterlibatan secara aktif dalam setiap proses pengembangan dari industri pariwisata yang dimulai dari perencanaan, penentuan rancangan, pelaksanaan sampai pada pengawasan serta pengevaluasian, dan penikmatan hasilnya. Hasil kegiatan pengabdian ini adalah masyarakat memahami hak dan kewajibanya sebagai warga negara untuk berpartisipasi aktif dalam proses pengelolan sumberdaya khususnya dalam pengelolaan destinasi wisata pegunungan Desa Bonmuti sebagai Desa Pariwisata berbasis masyarakat.

Abstract

This study examines the role of Local Strongmen (Fukun) in resolving land conflicts within the salt pond industry in Weoe Village, Wewiku District, Malaka Regency. The research aims to identify, describe, and analyze the role of local strongmen in mediating land disputes in salt pond operations, as well as to identify challenges encountered during the resolution process. The primary focus is on the function of local strongmen or traditional leaders in addressing land conflicts in this industry. The study employs a qualitative descriptive approach through field research. Data collection techniques include observation, interviews, and literature review. Data analysis follows a structured process involving data collection, reduction, presentation, and verification leading to conclusion drawing. Findings reveal that local strongmen (Fukun) serve as effective mediators in conflict resolution. Their approach facilitates a settlement process that is simple, efficient, and participatory. However, the study identifies a significant challenge: differing perceptions among stakeholders often hinder the achievement of mutually satisfactory agreements.

Abstract

In the order of Democracy, there is an election system intended to elect representatives of the people, one of which is election contestation. Elections are a contestation arena for candidates for people's representatives such as legislative candidates for DPRD members. So that legislative candidates must prepare themselves with qualified capital such as political modalities. Political capital according to pierre bourdiue's theory is capital consisting of 5 capitals, namely political capital, social capital, economic capital, symbolic capital and cultural capital. In this study, researchers wanted to see how the winning modality of Yermias Y. K. Pellokila, SH as an elected member of the DPRD in the 2024 legislative elections in district II Kupang Regency. With the aim of knowing and describing in depth the use of what modalities Yermias Y. K. Pellokila, SH used in achieving victory. This research uses a qualitative approach with a descriptive-analytic approach, with data collection techniques through documentation studies and interviews. The results of this study state that of the 5 capitals owned by Yermias Y.K Pelokilla SH, namely political capital, social capital, economic capital, cultural capital and symbolic capital and there are 2 most influential capitals used by Yermias Y. K. Pellokila, SH in winning the 2024 legislative elections in district II Kupang Regency, namely social capital and symbolic capital. In the victory of Yermias Y.K Pellokila SH in social capital there is a form of family support that is very extraordinary with the formation of a family team as a substitute for a success team, a family arisan community group, participating in community events and the Pellokila,SH family background being the hallmark of YeremiasY.K Pelokilla SH to be able to win the hearts of the community. And in the symbolic capital of Yermias Y.K Pellokila,SH self-authorship is reflected in his life track record and his name which is well known to the public as a firm person, has a good performance as a former head of Pariti village to be a benchmark for public trust in Yermias Y.K Pellokila,SH and bring him to win the seat of DPRD Member for the 2024 Legislative Election in district II Kupang Regency.

Abstract

This research aims to explain the dynamics of political economic space in the development of jogging tracks in the coastal border area of Kelapa Lima, Kupang City. In line with research, this research uses descriptive qualitative, in qualitative research using data collection techniques in the form of observation, documentation, and interviews from several informants. The author sees that the problem of building a jogging track in the coastal border area of Kelapa Lima is experiencing resistance from the surrounding community, therefore the author wants to dig deeper into the problems that occur in building a jogging track in the coastal border area of Kelapa Lima. From the research results, it can be concluded that the spatial practice indicators that occur cause local communities to be eliminated from that space, while the spatial representation indicators do not match what the community expects and the spatial representation indicators only benefit the government. Government domination causes people in coastal areas to experience cultural subjugation, just as government domination causes people to be eliminated.

Abstract

This thesis is entitled "Money Politics in the Legislative Election for Electoral District I, Kupang Regency 2024" (case study of Oeltua Village, Taebenu District, Kupang Regency). The problem studied is how money politics occurs in Oeltua Village and who are the actors involved in money politics, in the 2024 Kupang Regency Electoral District I legislative election. The aim of this research is to describe and analyze money politics in the 2024 Kupang Regency legislative election. The location of this research was carried out in Oeltua Village, Taebenu District, Kupang Regency. This research is a qualitative descriptive analysis research to describe or illustrate the influence of money politics on community participation. Data collection techniques in this research used interviews and documentation.The results of this research show that Money Politics has an influence on the participation of the people who receive it, but it is actually not a certainty in obtaining votes in accordance with the funds spent by legislative candidates in voting in elections, this is caused by several factors that make money politics ineffective, namely the wrong money politics strategy, a successful team that is not qualified in selecting legislative candidates, which makes money politics not guarantee that it can buy votes from voters who receive gifts in the form of money

Abstract

The management of Kolbano Beach destination in Spaha Village is located in South Central Timor Regency and has great tourism potential with the beauty of unique colored rocks. For its good and beneficial development, comprehensive and sustainable governance is needed. Kolbano Beach can also be improved so that it can provide economic and social benefits that develop for the people of Spaha Village and its surroundings as well as public awareness. The problem studied in this study is the management of Kolbano tourism managed by the local community without the intervention of the Village government, where until now Kolbano tourism has not developed as seen from its management itself. The method used is a qualitative descriptive method because researchers can obtain direct statements from informants regarding someone's experiences, opinions, feelings and knowledge about something. Although there is no government intervention, the government has taken the initiative to provide information related to Kolbano tourism through print media and electronic media such as: website, Youtube, FB, IG and Tik Tok. From the results I got, Kolbano tourism management has a lot of time to plan how tourism development in Spaha Village can strengthen cooperation and improve quality human resources.

Abstract

This research is entitled Lopo as Symbol of Local Democracy in the Atoin Pah Meto indigenous Community” (Study of the Lopo Traditional House as a Symbol of Local Democracy in Saenam Village, Miomaffo Barat District, North Central Timor Regency). The main problem in this research is how Lopo as a symbol of local democracy in the lives of the Atoin Pah Meto indigenous community. The purpose of this research is to analyse and describe Lopo in the lives of the Atoin Pah Meto indigenous community. This research uses  qualitative methods. Data were collected through interviews, observations, and dokumentation with traditional leaders, religious leaders, village government officials, yo uth, womwn, and the community. Data analysis was conducted by systematically reviewing and interpreting field data. The finding reveal that lopo is not merely a place for storing harvests, but also serves as a central space for deliberation in resolving social, cultural, and political issues. It open structure without walls symblolizez valuesnof openness, equality, and participation. The local democratic values embodied in lopo include family values (mutual cooperation, solidarity, kinship), cultural values (traditional rituals, marriage, harvest celebrations), and political valuess (consensus, adherence to customary rules, and equality in decission making). Therefore, lopo is not only a cultural heritage but also a symbol of local democracy that strengthens the identity and social cohesion of the Atoin Pah Meto community.
