Abstract

Halmahera Utara, terdapat 1 (satu) gunung api aktif yaitu gunung api Dukono. Secara administratif termasuk ke dalam wilayah Kecamatan Galela, Kabupaten Halmahera Utara, Provinsi Maluku Utara, sedangkan secara geografi puncaknya terletak pada 127? 52' BT dan 1? 42' LU dengan ketinggian 1.229 m dpl. Kawasan rawan Gunung Api menyebar mengikuti cincin api (ring of fire) di seluruh Indonesia. Kondisi Gunung Api Dukono sendiri dari tahun ke tahun mengalami peningkatan, baik dari sisi aktivitas maupun penyebaran debu/awan panas yang di keluarkan. Sampai saat ini status Gunung Api Dukono mencapai level waspada (level ke dua dari empat level gunung api). Pengkajian risiko bencana untuk menghasilkan kebijakan penanggulangan bencana disusun berdasarkan komponen ancaman, kerentanan dan kapasitas. Komponen Ancaman disusun berdasarkan parameter intensitas dan probabilitas kejadian. Komponen Kerentanan disusun berdasarkan parameter sosial budaya, ekonomi, fisik dan lingkungan. Komponen Kapasitas disusun berdasarkan parameter kapasitas regulasi, kelembagaan, sistem peringatan, pendidikan pelatihan keterampilan, mitigasi dan sistem kesiapsiagaan (Perka BNPB Nomor 02 Tahun 2012). Secara umum tingkat risiko bencana Gunung api Dukono di wilayah Kabupaten Halmahera Utara termasuk dalam kategori tinggi untuk jenis ancaman Hujan Abu dan Lontaran Batu Pijar; serta tergolong rendah dan sedang untuk jenis ancaman lainnya (Lahar Hujan, Lava, Hujan Abu Lebat, Awan Panas dan Gas Beracun). Daerah dengan risiko tinggi menempati proporsi 87.99%, sedangkan daerah dengan risiko rendah-sedang menempati proporsi luasan 11.41% dan 0.61% dari luas total Kawasan Rawan Bencana (KRB) bencana Gunung api Dukono (70,685.21 Ha).   North Halmahera, there is 1 (one) active volcano, namely the Dukono volcano. Administratively it belongs to the Galela District, North Halmahera Regency, North Maluku Province, while the geography is located at 127? 52 'BT and 1? 42' LU with an altitude of 1,229 m above sea level. The volcano-prone area spreads following the ring of fire throughout Indonesia. The condition of Dukono Volcano itself has increased from year to year, both in terms of activity and the spread of hot dust/clouds. Until now the status of Dukono Volcano reached the alert level (second level of the four volcano levels). Disaster risk assessment to produce disaster management policies is based on components of threats, vulnerabilities and capacities. Threat components are arranged based on the parameters of the intensity and probability of occurrence. The Vulnerability component is based on socio-cultural, economic, physical and environmental parameters. Capacity Components are arranged based on the parameters of regulatory capacity, institutions, warning systems, skills training education, mitigation and preparedness systems (Perka BNPB Number 02 of 2012). In general, the level of disaster risk in Dukono Volcano in the North Halmahera Regency is included in the high category for the types of threats of Ash Rain and Thunderbolt; and classified as low and medium for other types of threats (Rainy Lava, Lava, Heavy Ash Rain, Hot Clouds and Toxic Gas). Areas with high risk occupy a proportion of 87.99%, while areas with low-moderate risk occupy an area of ??11.41% and 0.61% of the total area of ??Dukono Volcano Disaster (KRB) disaster (70,685.21 Ha).

Abstract

This research is: a) determine the condition and biodiversity of mangrove forests in Tagalaya Village; b) analyse the application of ecological principles in mangrove forest management; c) analyse the ecotourism potential of Tagalaya Village. d) Develop alternatives to overcome challenges and opportunities for the use and development of mangrove forest-based ecotourism in Tagalaya Village. Data analysis uses a tourist attraction evaluation analysis based on the 1993 Regulation of the Directorate General of PHPA on Tourism Area Potential Evaluation Criteria to assess the ecotourism potential of Tagalaya village. Policy analysis using Analytical Hierarchy Process (AHP) methodology. The results showed that of the 10 criteria for assessing tourist attractions, there were three criteria (30%) that were not feasible as ecotourism areas, with the highest percentage of indicators. The value is 92.5% of the ‘Clean water’ criterion and the minimum value for the ‘Accommodation’ criterion is 10%. The main priority of the criteria supporting the standard utilisation of mangrove forests in Tagalaya Village is clean water (27.1%), the second priority is attractiveness (13.1%), the third priority is environmental conditions (11.3%), the second priority is accommodation (7.6%). %), and the last priority is the relationship with other tourists (7.6%). The consistency index (MRC) was 82.4%, the selection index (Psi) was 11.1%, the eigenvalue was 12.981, and the consistency ratio (CR) was 0.37. Specific alternative management strategies include: Involving community groups, educational institutions and youth organisations around the Tagalaya village location to improve accommodation facilities, environmental conditions and tourist attractions in the mangrove forest area.
