Abstract

Educational quality at the primary-school level remains a central concern in educational management because learning outcomes are shaped not only by instructional resources but also by school culture and teacher competence. This study examined the effects of school culture and teacher competence, both individually and simultaneously, on educational quality in public elementary schools in Trangkil District, Pati Regency. The hypotheses proposed that school culture and teacher competence positively affect educational quality. This quantitative ex post facto study involved 98 civil-servant teachers selected from a population of 130 teachers through proportional random sampling. Data were collected using closed-ended Likert-scale questionnaires and analyzed using Partial Least Squares Structural Equation Modeling with SmartPLS 4.0. The results showed that school culture had a positive and significant effect on educational quality (β = 0.332), while teacher competence also had a positive and significant effect (β = 0.327). Simultaneously, both variables significantly influenced educational quality (F = 23.642; p < 0.001) and explained 33.0% of its variance (R² = 0.330). These findings confirm that sustainable quality improvement requires the integrated strengthening of positive school culture and teacher competence.
