Abstract

Badung Regency is one of the areas with high freight distribution activities in Bali Province. However, the absence of a freight terminal has led freight vehicles to use road right-of-way areas for parking, which may reduce road performance and affect traffic safety. This study aims to analyze the legality of freight vehicle parking, determine the optimal freight terminal location, and identify the required terminal facilities in Badung Regency.This study employed a normative juridical approach, the Gravity Location Model (GLM), and the Composite Performance Index (CPI). The juridical approach was used to assess the legality of freight vehicle parking, while GLM and CPI were applied to determine the most suitable terminal location based on accessibility, road performance, environmental sustainability, initial investment cost, and traffic safety.The results indicate that freight vehicle parking within the road right-of-way area is not in accordance with existing regulations. Based on the analysis, the most suitable location for the freight terminal is on Mengwi Terminal Access Road. The proposed terminal is equipped with main and supporting facilities to support freight distribution activities in a more orderly, safe, and efficient manner.
