Abstract

Abstrak - Upaya peningkatan efisiensi dan efektivitas layanan administrasi di sektor pemerintahan kini sangat bergantung pada akselerasi transformasi digital. Pada Dinas Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat (Dispusipda Jabar), prosedur peminjaman kendaraan operasional dinas kedapatan masih berjalan secara konvensional. Akibatnya, muncul kendala operasional seperti kekeliruan rekapitulasi data, hambatan dalam memantau unit yang siap pakai, hingga keterlambatan pelaporan. Untuk mengatasi isu tersebut, riset ini merancang sebuah Sistem Informasi Peminjaman Mobil Dinas Berbasis Web lewat implementasi framework Scrum. Alur Scrum dijalankan secara sistematis meliputi Product Backlog, Sprint Planning, Sprint, Sprint Review, hingga Sprint Retrospective. Dalam fase perancangan, instrumen Unified Modeling Language (UML) dan Entity Relationship Diagram (ERD) digunakan, sedangkan tahap konstruksi program memanfaatkan bahasa pemrograman PHP didukung basis data MySQL. Fitur penunjang yang disediakan mencakup manajemen data armada, pencatatan peminjaman dan pengembalian, pemantauan status unit secara berkala, penyaringan informasi berbasis tanggal, serta ekspor dokumen laporan ke format Excel dan PDF. Evaluasi sistem diaplikasikan melalui User Acceptance Testing (UAT) dengan melibatkan 11 informan (1 administrator dan 10 staf). Berdasarkan pengujian, diperoleh skor kepuasan mencapai 91,64%, yang memosisikan sistem ini pada status sangat layak. Riset ini membuktikan bahwa aplikasi web tersebut sukses mengoptimalkan manajemen akomodasi dinas, menyederhanakan pelacakan unit, serta memangkas durasi pembuatan laporan di lingkungan Dispusipda Jabar. Kata kunci : Sistem Informasi; Peminjaman Mobil Dinas; Web; Scrum; UAT;   Abstract - Accelerating digital transformation within government institutions is essential for enhancing the efficiency and effectiveness of administrative workflows. Currently, the West Java Provincial Library and Archives Service (Dispusipda Jabar) manages official vehicle assignments through conventional, manual processes. This manual approach frequently leads to operational issues, including data entry inaccuracies, tracking difficulties regarding vehicle availability, and reporting delays. To address these challenges, this study develops a Web-Based Official Car Loan System utilizing the Scrum framework to optimize vehicle management. The methodology systematically follows standard Scrum phases: Product Backlog, Sprint Planning, Sprint execution, Sprint Review, and Sprint Retrospective. For system architecture, Unified Modeling Language (UML) and Entity Relationship Diagrams (ERD) were utilized, while the web application was built using the PHP programming language and backed by a MySQL database. Core functionalities engineered into the platform comprise vehicle inventory management, loan and return tracking, real-time status updates, date-based data filtering, and automated report generation in both Excel and PDF formats. Evaluation was conducted via User Acceptance Testing (UAT) involving 11 participants, consisting of one system administrator and ten staff members. The assessment yielded a satisfaction score of 91.64%, classifying the system as highly feasible for deployment. Ultimately, the findings indicate that the developed system successfully enhances the efficacy of fleet management, simplifies monitoring routines, and accelerates report generation workflows at Dispusipda West Java.
