Abstract

Kampung Siaga Bencana (KSB) is a policy regulated under Minister of Social Affairs Regulation No. 128 of 2011 aimed at enhancing community-based disaster preparedness. Garut Regency, as a disaster-prone area, has implemented the KSB program in several locations; however, its implementation still faces various challenges. This study aims to evaluate the implementation of disaster management activities by KSB in Garut Regency in accordance with the regulation, as well as to formulate policy improvement recommendations. This research employs an evaluative design using a quantitative approach and a descriptive survey method. The evaluation framework is based on six criteria: effectiveness, efficiency, adequacy, equity, responiveness, and appropriateness. The study population consists of 120 KSB members from two selected units. Data were collected through questionnaires, interview and documentation study, and analyzed using descriptive statistics to determine the level of achievement for each criterion. The results show that effectiveness, efficiency, adequacy, equity, responiveness, and appropriateness are categorized as nearly achieved. Overall, the implementation of KSB activities in Garut Regency has not yet reached optimal performance, particularly due to limited activities in the pre-disaster and post-disaster phases. Which is largely attributed to the insufficient knowledge and skills of KSB members in carrying out these activities. Therefore, this study recommends the development of comprehensive technical guidelines that provide detailed procedures, step-by-step actions for implementing KSB disaster management activities across the pre-disaster, emergency respone, and post-disaster phases, as mandated by Minister of Social Affairs Regulation No. 128 of 2011.
