Abstract

This study aims to analyze the role of the Pandeglang Regency Inspectorate in overseeing the performance of Regional Apparatus Organizations (OPD) and to identify the supporting and inhibiting factors involved in this oversight. The research is grounded in George R. Terry’s (1972) theory of supervision, which encompasses measuring work results, comparing performance against standards, and correcting deviations. A descriptive qualitative approach was employed, utilizing primary data (observations and interviews) and secondary data (documentation and literature reviews). Informants were selected via purposive sampling, and data analysis involved data collection, reduction, presentation, and conclusion drawing. The results indicate that the Pandeglang Regency Inspectorate’s role in overseeing OPD performance focuses on administrative audits but also extends to assessing performance achievements, program implementation effectiveness, budget utilization efficiency, and governmental accountability. The primary supporting factor is the availability of clear regulations and guidelines underpinning the Government Agency Performance Accountability System (SAKIP), while the most dominant inhibiting factor is limited human resources, regarding both quantity and competence. In conclusion, the oversight of Regional Apparatus Organization performance has been effectively carried out in the capacity of the Government Internal Supervisory Apparatus (APIP). Abstract

Abstract The Disaster-Resilient Village program is a government initiative implemented at the village or urban village level—by the central and/or regional governments—as part of efforts to carry out community-based disaster risk reduction, in accordance with the Regulation of the Head of the National Agency for Disaster Management (BNPB) Number 1 of 2012. A Disaster-Resilient Village is defined as a village or urban village possessing the independent capacity to adapt to potential disaster threats and to recover quickly from the adverse impacts of disasters. Data collection techniques employed included observation, interviews, and documentation review. Data analysis involved data reduction, data presentation, and conclusion drawing. Data validity was verified through source triangulation and qualitative methods. The research findings indicate that the implementation of the Disaster-Resilient Village program—specifically regarding the safeguarding of residents' assets—has generally proceeded well, although certain indicators were not effectively implemented. These include structural (physical) mitigation measures, economic resilience strategies to reduce community vulnerability, and the protection of key community assets; generally, these three aspects have not functioned effectively within the disaster management framework. Issues include unrepaired embankments, infrequent river normalization (leading to poor maintenance), and damaged roads submerged by floods, which hinder residents' livelihoods. Several factors pose challenges to the program's implementation and the pursuit of alternative disaster management strategies. Abstract

Abstrak Penelitian ini bertujuan untuk menganalisis strategi peningkatan Pendapatan Asli Daerah (PAD) melalui investasi di Provinsi Jawa Tengah dengan menggunakan metode penelitian kualitatif dan studi literatur. Pendekatan penelitian yang digunakan adalah penelitian kualitatif berbasis studi pustaka, yang mengkaji berbagai peraturan perundang-undangan, buku, jurnal ilmiah, dan literatur terkait PAD, investasi, pertumbuhan ekonomi, serta pembangunan daerah. Analisis data dilakukan menggunakan metode deskriptif kualitatif melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa peningkatan PAD dapat dicapai melalui optimalisasi penerimaan pajak daerah, retribusi daerah, pengelolaan aset daerah yang dipisahkan, dan sumber pendapatan sah lainnya. Peningkatan PAD memberikan ruang fiskal yang lebih luas bagi pemerintah daerah untuk membiayai investasi publik—khususnya pembangunan infrastruktur—serta meningkatkan kualitas pelayanan publik dan mengembangkan sektor-sektor produktif. Selain itu, pertumbuhan ekonomi dan pembangunan daerah yang berkelanjutan turut menciptakan iklim investasi yang kondusif, menarik minat investor, dan meningkatkan aktivitas ekonomi daerah. Strategi terpadu yang menggabungkan optimalisasi PAD, pembangunan daerah, dan kebijakan investasi akan menghasilkan efek pengganda (*multiplier effect*) berupa peningkatan pendapatan daerah, perluasan lapangan kerja, peningkatan daya saing daerah, serta terwujudnya kesejahteraan masyarakat yang berkelanjutan. Kata kunci: Pendapatan Asli Daerah, Investasi, Pertumbuhan Ekonomi, Pembangunan Daerah, Kemandirian Fiskal. Abstract This study aims to analyze strategies for increasing regional original revenue (PAD) through investment in Central Java province using qualitative research methods and literature review. The research approach employed is qualitative research with library research, which examines various laws and regulations, books, scientific journals, and literature related to Regional Original Revenue, investment, economic growth, and regional development. Data analysis was conducted using descriptive qualitative methods through data reduction, data presentation, and conclusion drawing. The results indicate that increasing PAD can be achieved through optimizing regional tax revenues, regional levies, the management of separated regional assets, and other legitimate revenue sources. Increasing PAD provides greater fiscal space for local governments to finance public investment, particularly infrastructure development, improving the quality of public services, and developing productive sectors. Furthermore, sustainable economic growth and regional development contribute to creating a conducive investment climate, attracting investors and increasing regional economic activity. An integrated strategy of optimizing local revenue (PAD), regional development, and investment policies will produce a multiplier effect in the form of increased regional income, expanded employment opportunities, enhanced regional competitiveness, and the realization of sustainable community welfare.
