Abstract

Local governments are required to adapt to electronic systems through the Electronic-Based Government System (SPBE) policy. The Human Resources Development Agency (BPSDMD) of Banten Province faces challenges such as low digital literacy among civil servants, a conventional work culture, and limited network infrastructure. This study aims to evaluate the effectiveness of innovation strategies for civil servant human resource development in addressing these challenges, utilizing Chandler’s strategy theory and Bekkers’ digitalization framework. A descriptive qualitative approach was employed, involving interviews, observations, and document analysis. The results indicate that BPSDMD Banten Province successfully implemented blended learning and distance learning methods, while optimizing the "Banten Ceria" and "Teko Banten" Learning Management Systems (LMS). Key supporting factors included central policy support, physical facilities, and regional budget (APBD) allocations; conversely, network disruptions and participants' digital literacy gaps served as obstacles, which were mitigated through human-centric support and the simplification of application interfaces. It is concluded that digitalization innovation strategies are crucial for bureaucratic transformation; however, they require continuous post-training performance evaluation and the enrichment of interactive features to maximize employee competence in public service. Recommendations include strengthening backup internet infrastructure, recruiting additional programming experts, and expanding micro-learning content to ensure the innovation remains responsive to technological advancements. Abstract

Abstract Development is a process of orderly and natural change in welfare levels, encompassing economic, social, political, and legal aspects. The implementation of regional autonomy relies heavily on the readiness of local governments to structure their governance systems to ensure effective, efficient, transparent, and accountable development, while also fostering community participation. Development activities proceed continuously to bring about change, growth, and progress in line with demands and expectations; thus, development requires prior planning. Data collection techniques employed included observation, interviews, and documentation. Data analysis involved data reduction, data presentation, and conclusion drawing. Data validity was verified through source and method triangulation. The research findings indicate that the role of the Village Consultative Body (BPD) in village development planning—based on a case study of Umbulan Village, Cikeusik District—manifests in three indicators: (1) discussing and agreeing upon draft village regulations with the Village Head; (2) accommodating and channeling community aspirations; and (3) overseeing the Village Head's performance. Supporting factors identified were (1) the educational background of BPD members and (2) the community; meanwhile, inhibiting factors included (1) insufficient participation of BPD members in meetings and (2) facilities. Abstract

Abstrak Penelitian ini bertujuan untuk menganalisis strategi peningkatan Pendapatan Asli Daerah (PAD) melalui investasi di Provinsi Jawa Tengah dengan menggunakan metode penelitian kualitatif dan studi literatur. Pendekatan penelitian yang digunakan adalah penelitian kualitatif berbasis studi pustaka, yang mengkaji berbagai peraturan perundang-undangan, buku, jurnal ilmiah, dan literatur terkait PAD, investasi, pertumbuhan ekonomi, serta pembangunan daerah. Analisis data dilakukan menggunakan metode deskriptif kualitatif melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa peningkatan PAD dapat dicapai melalui optimalisasi penerimaan pajak daerah, retribusi daerah, pengelolaan aset daerah yang dipisahkan, dan sumber pendapatan sah lainnya. Peningkatan PAD memberikan ruang fiskal yang lebih luas bagi pemerintah daerah untuk membiayai investasi publik—khususnya pembangunan infrastruktur—serta meningkatkan kualitas pelayanan publik dan mengembangkan sektor-sektor produktif. Selain itu, pertumbuhan ekonomi dan pembangunan daerah yang berkelanjutan turut menciptakan iklim investasi yang kondusif, menarik minat investor, dan meningkatkan aktivitas ekonomi daerah. Strategi terpadu yang menggabungkan optimalisasi PAD, pembangunan daerah, dan kebijakan investasi akan menghasilkan efek pengganda (*multiplier effect*) berupa peningkatan pendapatan daerah, perluasan lapangan kerja, peningkatan daya saing daerah, serta terwujudnya kesejahteraan masyarakat yang berkelanjutan. Kata kunci: Pendapatan Asli Daerah, Investasi, Pertumbuhan Ekonomi, Pembangunan Daerah, Kemandirian Fiskal. Abstract This study aims to analyze strategies for increasing regional original revenue (PAD) through investment in Central Java province using qualitative research methods and literature review. The research approach employed is qualitative research with library research, which examines various laws and regulations, books, scientific journals, and literature related to Regional Original Revenue, investment, economic growth, and regional development. Data analysis was conducted using descriptive qualitative methods through data reduction, data presentation, and conclusion drawing. The results indicate that increasing PAD can be achieved through optimizing regional tax revenues, regional levies, the management of separated regional assets, and other legitimate revenue sources. Increasing PAD provides greater fiscal space for local governments to finance public investment, particularly infrastructure development, improving the quality of public services, and developing productive sectors. Furthermore, sustainable economic growth and regional development contribute to creating a conducive investment climate, attracting investors and increasing regional economic activity. An integrated strategy of optimizing local revenue (PAD), regional development, and investment policies will produce a multiplier effect in the form of increased regional income, expanded employment opportunities, enhanced regional competitiveness, and the realization of sustainable community welfare.
