Abstract

Abstrak. Pemilihan Umum Raya (Pemira) Fasilkom Unsika menghadapi permasalahan sistemik berupa ketidakkonsistenan metode, mulai dari kegagalan validasi pemilih otomatis pada sistem e-voting sewaan (2022) hingga penurunan drastis partisipasi menjadi hanya 76 suara pada sistem luring (2023-2024). Guna memenuhi amanat Undang-Undang PEMIRA 2025, penelitian ini mengembangkan sistem "Web E-Vote" mandiri berarsitektur serverless dan edge computing. Sistem dibangun menggunakan Cloudflare Workers, Hono, Cloudflare D1, dan Vue.js, yang dilengkapi fitur Two-Factor Authentication (2FA) via email institusi, kewajiban swafoto, E-Receipt kriptografis, dan Immutable Audit Logs. Pengembangan dilakukan menggunakan metode Waterfall. Hasil pengujian menunjukkan 100% path coverage pada White Box Testing, status 'Valid' pada seluruh skenario Black Box Testing, dan tingkat kelayakan 92,01% pada User Acceptance Test (UAT) berbasis TAM. Evaluasi kinerja di lingkungan produksi nyata membuktikan keandalan sistem dengan keberhasilan 100% dari 53.374 permintaan, rata-rata latensi 65,72 ms, 0 kasus double voting, dan efisiensi biaya infrastruktur 100%. Sistem ini terbukti tangguh dan layak diimplementasikan sebagai kerangka standar demokrasi digital kampus yang transparan.   Abstract. The General Student Election (Pemira) at Fasilkom Unsika faces systemic issues, from automated voter validation failures in a rented e-voting system (2022) to a drastic participation drop to 76 votes in the offline system (2023-2024). To fulfill the 2025 PEMIRA Law mandate, this study develops an independent "Web E-Vote" system using serverless architecture and edge computing. The system is built with Cloudflare Workers, Hono, Cloudflare D1, and Vue.js, featuring Two-Factor Authentication (2FA) via institutional email, mandatory selfies, cryptographic E-Receipts, and Immutable Audit Logs. Development utilized the Waterfall method. Testing results demonstrated 100% path coverage in White Box Testing, 'Valid' status across all Black Box Testing features, and a 92.01% feasibility score in a TAM-based User Acceptance Test (UAT). Performance evaluation in an actual production environment proved system reliability with a 100% success rate across 53,374 requests, 65.72 ms average latency, zero double voting cases, and 100% infrastructure cost efficiency. This system is proven robust and highly feasible as a standard framework for transparent campus digital democracy.
