This research was motivated by the low ability of students to study material presented by the teacher. Problems such as when students are not fluent in reading so that students do not dare to ask the teacher, give suggestions and input, do not dare to answer with literacy sources, so that students are unable to understand the material that has been presented by the teacher, then the existence of Letter Puzzle media is a suitable solution able to enable these problems to be resolved. The aim of this research is to determine the effect of Letter Puzzle media on students' reading skills on safety regulations at home and travel in class II elementary school. This research is research and development or Education Research and Development (R&D) using the ADDIE development model. A total of 15 Grabagan Public Elementary School students took part in this research. The instruments used in this research were pretest and posttest test sheets. Media and material experts have gone through validation with this research. The average media expert validation test result was 79.5%, while the average material expert validation test result was 98.7%. Student learning outcomes during the pretest were 64.29%. And after using the Letter Puzzle learning media, the posttest scores increased with an average score of 92.31%. For this reason, the test questions used were declared valid and reliable, showing their effectiveness when used. , in accordance with the provisions of validity and reliability tests. Student learning outcomes increase when using the N-gain formula, students experience an increase in grades of 0.767, which is interpreted as high. Therefore, creating Letter Puzzle media for thematic learning in class II elementary schools is considered very appropriate to use in the educational process.
