Abstract

Poverty remains a multidimensional challenge in West Java Province. This study analyzes the effects of female Mean Years of Schooling (MYS), Life Expectancy (LE), and Open Unemployment Rate (OUR) on poverty across 26 districts/cities in West Java over 2022−2024 using a Random Effect Model (REM). Estimation was conducted on 26 districts/cities after Kuningan Regency was excluded through sensitivity testing as a region with extreme/outlier characteristics. Results show that all three variables jointly affect poverty significantly (F = 32.281; p = 0.000), with an R² of 56.69 percent. Partially, female MYS has a significant negative effect (coefficient = −0.9089; p = 0.000), life expectancy has a significant negative effect (coefficient = −0.4954; p = 0.041), while the unemployment rate shows a negative but insignificant effect (p = 0.765). These findings confirm that female education and health are the dominant factors in poverty reduction in West Java, and expanding educational access for women and improving health services should be prioritized in regional development policy.
