This research aims to develop HTML5 Package learning media based on the Role Playing method to enhance learning outcomes in Pancasila Education on mutual cooperation material for fifth-grade students at SDN Karanganyar 01 Semarang City. The study employed Research and Development (R&D) with the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). Data collection instruments included expert validation sheets (material and media experts), teacher and student response questionnaires, observation sheets, interview guidelines, and pretest-posttest questions. The research subjects were 25 fifth-grade students. Material expert validation yielded an 85% score (very feasible category), while media expert validation achieved 88.3% (very feasible category). Teacher responses averaged 3.7 (very good), and student responses averaged 3.6 (very good). The effectiveness test results showed an increase in average scores from 51.52 (pretest) to 81.24 (posttest), with a difference of 29.72 points. The N-Gain test resulted in 0.613 (moderate category). The paired sample t-test produced a significance value of 0.000 (p < 0.05), indicating a significant difference between pretest and posttest scores. Observations showed 88% of students actively participated in learning, and interviews revealed that the media helped teachers deliver abstract material more concretely. This study concludes that HTML5 Package media based on Role Playing method is very feasible and effective in improving student learning outcomes on mutual cooperation material in Pancasila Education for fifth-grade elementary school students.
