Abstract

The potential blockade of the Strait of Hormuz poses a significant risk to global energy supply chains and may affect Indonesia, which remains dependent on imported oil and fuel. This study aims to analyze the urgency of implementing Presidential Regulation Number 96 of 2024 concerning Strategic Energy Reserves in strengthening Indonesia's national energy security. This research employs a normative juridical method using statutory and conceptual approaches. Data were collected through a literature review of laws and regulations, books, scientific journals, and official documents, and were analyzed using a descriptive qualitative method based on George C. Edward III's policy implementation theory. The findings indicate that the implementation of Presidential Regulation Number 96 of 2024 is supported by adequate communication, resources, disposition, and bureaucratic structure. However, its effectiveness is still constrained by limited infrastructure, funding, and inter-agency coordination. Therefore, optimizing the implementation of Strategic Energy Reserves is essential to ensure national energy availability and enhance Indonesia's preparedness for potential energy supply disruptions caused by global geopolitical dynamics.
