<![CDATA[Bullying among elementary school students has increasingly shifted from face-to-face aggression into digital spaces as children's access to gadgets and social media grows, yet Civic Education (Pendidikan Kewarganegaraan/PKn) in most elementary schools still treats character values and digital citizenship as separate, loosely connected topics. This study aims to construct a conceptual framework for strengthening anti-bullying character through the integration of digital citizenship elements into PKn learning for elementary school students. A qualitative library research (studi kepustakaan) design was employed, drawing on peer-reviewed national and international journal articles published mainly between 2020 and 2025, analyzed through data reduction, data display, and conclusion drawing following Miles and Huberman's interactive model. The results show that four digital citizenship elements, namely digital ethics and communication, digital literacy and security, digital rights and responsibility, and healthy digital participation, can be systematically embedded into contextual, cooperative, and problem-based PKn learning activities to cultivate empathy, self-control, responsibility, and courtesy both offline and online. The proposed integrative model positions PKn not merely as a knowledge-transfer subject but as a vehicle for habituating digital citizenship behavior that prevents bullying and cyberbullying. This framework offers teachers a practical reference for designing PKn lessons that are responsive to the digital era and recommends further empirical and classroom-action research to test its effectiveness.
