Abstract

The staffing shortage at the Transportation Human Resources Development Center (PPSDMAP) has resulted in a disproportionate distribution of work, requiring employees to perform tasks beyond their formal job responsibilities, while career development opportunities remain constrained by limited positions and budgets. This study aims to analyze the effect of workload and career development on employee performance at PPSDMAP, Bogor Regency, both partially and simultaneously. The study employs a quantitative approach with a survey method involving civil servants (ASN) determined through the Slovin formula from a population of employees. Data were collected using a Likert-scale questionnaire and analyzed using Structural Equation Modeling based on Partial Least Square (PLS-SEM) with SmartPLS version 4. The results show that workload has a positive and significant effect on employee performance, and the workload and Career Development variables are able to jointly explain employee performance through employee performance variations (Adjusted R-Square). Workload emerged as the relatively more dominant contributor, indicating that in a public-sector setting, a manageable workload fosters discipline and focus, while clear career development opportunities further strengthen employee motivation. These findings recommend a proportional workload arrangement and a more structured career development pathway as policy implications for agency leadership in designing a more adaptive human resource management system.
