Abstract

Law enforcement concerning the legal protection of children and women who become victims of violent crimes constitutes an important issue within the Indonesian legal system. These groups are particularly vulnerable to various forms of violence, including physical, psychological, and sexual abuse. This study aims to analyze the law enforcement measures undertaken by law enforcement officers to provide protection for victims, while also identifying the obstacles encountered during their implementation. The study employs a normative juridical method using statutory and case approaches. The research data were collected through a literature review of applicable legal provisions, including Law Number 35 of 2014 concerning Child Protection, Law Number 23 of 2004 concerning the Elimination of Domestic Violence, and Law Number 12 of 2022 concerning Sexual Violence Crimes, and were subsequently analyzed using a qualitative approach. The findings indicate that although Indonesia has established a relatively comprehensive legal framework, the implementation of legal protection for children and women continues to face several challenges. These obstacles include the limited capacity of law enforcement officers, insufficient public understanding, and the persistent influence of patriarchal culture. Therefore, stronger interinstitutional coordination, enhanced competence among law enforcement officers, and human rights-based public education are required to ensure effective protection for children and women who are victims of violence.
