Abstract

Personnel document management is a strategic element of human resource management because it serves as a legal foundation and a basis for organizational decision-making. This study aims to examine the management of personnel documents, the obstacles encountered, and efforts to improve the effectiveness of personnel document management in the HCGA Division of PT Adira Dinamika Multi Finance Tbk Regional Pasima. This study employed a qualitative approach using a descriptive qualitative research design. Data were collected through in-depth interviews, participatory observation, and documentation studies involving four informants, consisting of the Head of the HCGA Division and personnel document management staff. Data analysis used the interactive model of Miles, Huberman, and Saldāña, which includes data reduction, data display, and conclusion drawing and verification. Data validity was examined through source and method triangulation. The results showed that document receipt and completeness verification had not been standardized, resulting in delays and incomplete documents, particularly at the end of the month and during recruitment periods. Document recording, classification, and maintenance were also not optimal due to the absence of standardized codes, digitalization, and written SOPs. Retrieval of active documents was relatively quick, whereas inactive documents depended on staff members’ memory. Obstacles included delivery issues, limited storage infrastructure, and dependence on senior staff. The study recommends implementing digital archiving integrated with an HRIS and developing written SOPs to improve the effectiveness of personnel document management.
