Abstract

This study analyzes child-friendly public service strategies at the Population and Civil Registration Office of Buol Regency and their contribution to inclusive economic development. A descriptive qualitative approach was employed through in-depth interviews, field observations, and documentation review. Service quality was examined using the SERVQUAL dimensions of tangibles, reliability, responsiveness, assurance, and empathy. The findings indicate that administrative services are generally accurate, free of charge, and procedurally compliant; however, child-friendly principles have not been fully integrated. Physical facilities remain generic, service completion is sometimes delayed by system disruptions and queues, and staff interaction with children is still limited. From a development economics perspective, these weaknesses increase household transaction costs, restrict access to legal identity, and may reduce children's access to education, health care, and social protection. Strengthening child-friendly facilities, simplifying service procedures, improving digital integration, and developing staff capacity are therefore required to enhance human capital formation, social inclusion, and long-term regional productivity.
