Abstract

Public accountability is a fundamental principle of a constitutional democratic state, requiring the exercise of public power to be grounded in constitutional principles, effective oversight, and accountable governance. However, the implementation of public administration in Indonesia continues to experience an accountability deficit due to the lack of an integrated constitutional framework governing interinstitutional relations. This study aims to examine the constitutional position of the pillars of government as the foundation for strengthening public accountability and to formulate the concept of Good Constitutional Governance. This research employs a normative legal method using statutory, conceptual, and case approaches. The findings reveal that the pillars of government should no longer be understood merely through the classical doctrine of separation of powers, but rather as a constitutional architecture that integrates the distribution of powers, interinstitutional relations, oversight mechanisms, and accountability within a unified constitutional ecosystem. The study proposes the Good Constitutional Governance model, supported by the Constitutional Governance Index (CGI), as a constitutional evaluation framework for promoting democratic, accountable, adaptive, and equitable governance.
