Abstract. This study aims to analyze the influence of government expenditure, economic growth, and poverty on the Human Development Index (HDI) in East Flores Regency during 2010–2024. Using a quantitative approach and multiple linear regression, the results show that government expenditure has a positive and significant effect on HDI, while economic growth has a positive but insignificant effect. Poverty has a positive and significant effect, reflecting the increased role of government intervention through education, healthcare, and social protection programs. Simultaneously, the three variables significantly affect HDI. The R² value of 0.734739 indicates that 73.47% of HDI variation is explained by the variables in the model, while 26.53% is influenced by other factors.
