Abstract

Hospital organic waste management in the archipelago faces challenges such as high logistics costs and energy constraints. This study analyzes the feasibility of implementing anaerobic digestion as a circular economy-based environmental management strategy through a literature review and a comparative analysis of four case studies in Indonesia. Secondary data were collected from SINTA 2-4 journals, the 2019 IPCC guidelines, and BPPT technical documents for the 2020-2025 period. The results indicate that anaerobic digester investment is economically feasible with a B/C ratio of 2.45 and an IRR of 12.8%, and is capable of reducing emissions by 44.7 tons of CO₂e/year. Support from the Ministry of Health Regulation No. 24/2020 and the Special Allocation Fund for Health (DAK Fisik Kesehatan) are key success factors. This study provides a grant for integrating fiscal incentives and MSME partnerships in hospital waste management policies to achieve the 2030 Green Hospital target and Indonesia's NDC commitments.
