Abstract

ABSTRACT This study aims to examine the strategies implemented by the Regional Disaster Management Agency (BPBD) of North Sumatra Province in addressing natural disasters throughout 2025, while also identifying the challenges encountered and the efforts undertaken to enhance the effectiveness of disaster management. The research employed a descriptive qualitative approach, with data collected through observation, interviews, and documentation. The findings reveal that BPBD primarily focuses its disaster management strategy on the pre-disaster phase through mitigation, prevention, and preparedness programs. Mitigation measures include the development of disaster-control infrastructure, the utilization of vegetation to strengthen slopes, public outreach, disaster education, and emergency response simulations. The implementation of these programs involves collaboration among multiple stakeholders through a pentahelix approach. The major challenges identified include the high frequency of disaster occurrences, difficult geographical conditions, limited resources, and low levels of community preparedness. To address these issues, BPBD has strengthened cross-sector coordination, optimized the Disaster Management Operations Control Center (PUSDALOPS), accelerated aid distribution, and expanded disaster education initiatives. Overall, the study concludes that the strategies implemented by BPBD North Sumatra have been relatively effective; however, further improvements in resource capacity, coordination, and community participation remain necessary to enhance disaster management outcomes..
