Abstract

The construction sector carries a high risk of occupational accidents, making implementation of the Construction Safety Management System (SMKK) essential for construction safety. In Kubu Raya Regency, the West Kalimantan Manpower Office recorded 17 accident cases in 2024 and 13 in 2025. This study analyzes the level of SMKK implementation based on Ministerial Regulation No. 10 of 2021, and identifies supporting and underperforming aspects across four construction projects in Kubu Raya Regency. A descriptive quantitative method was used through structured interviews based on 80 indicators covering five SMKK elements, namely Leadership and Worker Participation, Planning, Support, Operations, and Construction Safety Performance Evaluation, along with field observations. The four projects were selected solely based on their location, regardless of funding source, ownership, or contracting agency. Data were analyzed using the achievement percentage of each SMKK element and the weighted mean method. Results showed SMKK implementation levels of 100%, 98.75%, 78.75%, and 72.08%, with an overall weighted mean of 90,05%, classified as Well Implemented. Projects with lower implementation levels required improvement, particularly in Leadership and Worker Participation, Operations, and Performance Evaluation. These findings indicate that consistent implementation of all SMKK elements plays an important role in supporting construction safety..
