Abstract

Purpose: The purpose of this study is to examine how the Bank Indonesia Malang Representative Office has improved staff competency through the use of the Evidence-Based Professional Behavior Optimization Model (EPBOM) Training Model. Research Method: Using purposive sampling and a qualitative approach, the study included 48 employees enrolled in the EPBOM training program. Throughout the training process, information was gathered through in-depth interviews, observations, documentation, and thoughtful assessments of staff members' professional conduct. Triangulation techniques were used for data reduction, data display, and conclusion drawing. Results and Discussion: The results show that incorporating evidence-based professional conduct, technical competence enhancement, adaptive communication, a collaborative work culture, and transformational leadership support enhanced employee competency through the EPBOM training model. Additionally, work discipline, problem-solving skills, accountability, service quality, and professional work engagement all improved as a result of the training. Implications: This study emphasizes the importance of evidence-based behavioral training models for strengthening organizational human resource development policies, particularly in strategic public institutions. Originality: The development of an evidence-based professional behavior optimization model, combined with competence-building and professional performance enhancement, within the framework of Bank Indonesia institutional training makes this study unique.
