Abstract

Digital leadership has a critical role in supporting the acceleration of digital transformation in the government sector. Currently, the digital leadership model has been adopted by various cities in many countries. However, this concept includes various aspects and dimensions that can result in different perspectives in its application. Therefore, this research aims to comprehensively identify the factors and dimensions of digital leadership to develop a digital leadership model suitable for e-government in Indonesia. This research uses a qualitative study method with a thematic analysis approach to explore the factors and dimensions of digital leadership and involves a model validation process through expert judgment. This research produces a conceptual model of digital leadership that includes 20 main factors divided into four dimensions, namely integrity, intent, capability, and results.
