Abstract

This study aims to analyze the implementation of the complaint feature in Jogja Smart Service in mapping public space conflicts and identifying the challenges of digital data integration in Kemantren Jetis. This study employs George C. Edward III's Policy Implementation Theory. Data were collected through in-depth interviews, observations, and documentation and were analyzed using a descriptive qualitative method. The findings indicate that, in terms of the communication indicator, the government has conducted public outreach to encourage the utilization of Jogja Smart Service; however, complaint reports are still hindered by incomplete information and incorrect location selection. Regarding the resources indicator, the implementation is supported by the availability of adequate human resources, facilities, authority, and information. For the disposition indicator, the implementers demonstrate commitment, responsibility, and responsiveness in following up every complaint through effective coordination among officers. Meanwhile, under the bureaucratic structure indicator, the implementation is supported by clear standard operating procedures and a well-defined division of responsibilities, enabling the complaint-handling process to be carried out systematically and in a coordinated manner. This study concludes that the implementation of the Jogja Smart Service complaint feature has performed reasonably well in supporting the mitigation of public space conflicts. However, improving the quality of complaint information submitted by the public remains necessary to enhance the effectiveness of digital complaint management.
