Abstract

Public participation is a fundamental principle in democratic governance, including the formulation and implementation of Regional Spatial Planning Regulations (RTRW). Community involvement is essential to ensure that spatial planning policies accommodate public interests, support sustainable development, and prevent conflicts in land use. This study aims to analyze the regulation and implementation of public participation in the formulation and implementation of the Regional Spatial Planning Regulation of Karawang Regency. The research employs an empirical juridical method using statutory and conceptual approaches. Data were collected through literature studies and interviews with the Regional Public Works and Spatial Planning Office of Karawang Regency and analyzed qualitatively. The findings indicate that public participation has been accommodated through various consultation mechanisms and public aspirations channels as stipulated by relevant laws and regulations. However, its effectiveness still faces challenges, particularly in optimizing community involvement throughout the spatial planning process. Therefore, strengthening a more inclusive, transparent, and sustainable public participation mechanism is necessary to support effective spatial governance and ensure that spatial planning policies align with public interests.
