Abstract

Law Number 25 of 2009 on Public Services grants the Ombudsman authority to resolve public service disputes through mediation, conciliation, and special adjudication, including compensation for maladministration. However, its implementation remains suboptimal due to the absence of technical regulations on procedures, compensation standards, and enforcement, resulting in a legal gap and weakening the binding force of Ombudsman decisions. This study employs a normative legal method with statutory and conceptual approaches. The findings indicate that without implementing regulations, compensation mechanisms are ineffective. Therefore, further regulation is needed to ensure legal certainty, justice, and the protection of public rights in public service delivery.
