Abstract

The distribution of illegal alcoholic beverages is a social problem that threatens public security and order and may lead to various criminal offenses. Alcoholic beverages have an impact on society and may give rise to criminal offenses if they are not regulated by law. Provisions concerning public order are regulated under Law Number 2 of 2002 concerning the Indonesian National Police. This study aims to analyze the legal regulations governing the control of illegal alcoholic beverage distribution in Indonesia and to examine the effectiveness of law enforcement carried out by the Indonesian National Police and community organizations in Cigutul Hamlet, Sindangmulya Village, Cibarusah District, Bekasi Regency. This research employed an empirical legal research method with a socio-juridical approach. Primary data were collected through interviews with police officers, community organization members, and illegal alcohol sellers, while secondary data were obtained through a literature review. The data were analyzed qualitatively using the Miles and Huberman analysis model. The findings indicate that law enforcement has been implemented through pre-emptive, preventive, and repressive measures in accordance with the authority of the Indonesian National Police, supported by community organizations. However, its effectiveness is still constrained by low public legal awareness, economic factors, limited personnel and facilities, and the continued clandestine distribution of illegal alcoholic beverages. Therefore, stronger coordination, continuous legal education, effective supervision, and consistent law enforcement are necessary to improve public order and legal certainty.
